I, seeking the unsurpassed, perfectly complete enlightenment, gave alms and accumulated merit. Although I perfected the perfection of diligence, I did not attain the unsurpassed, perfectly complete enlightenment. Listen to what that is. In the past, there were two great kings who fought over the land of the five aggregates: the king of the five aggregates of the north and the king of the five aggregates of the south. Among them, the king of the five aggregates of the north, named Norgen, lived in a city called Elephant House, which was rich, prosperous, and happy. The years were good, and the people were numerous. There was no fighting, bloodshed, war, or theft, and diseases were completely pacified. Rice was abundant. Sugarcane, cattle, and buffaloes were also abundant. There was a king of Dharma who possessed Dharma and ruled the country according to Dharma. In that city, there was also a large lake filled with utpala, lotuses, kumuda, and white lotuses. It was adorned with swans, ducks, and birds, making it a pleasant place. In that lake lived a dragon son named "Various Births," who regularly sent down rain, making the land even more fertile. The food and drink in that land were very abundant, and the world was also filled with generosity, offerings, and respect. Therefore, they would give food to ascetics, Brahmins, beggars, and the poor. The king of the five aggregates of the south was particularly attached to what was not Dharma. He was violent, cunning, and stingy. He ruled the country with what was not Dharma, and he constantly made the people of the country afraid by inflicting punishments, beatings, insults, killings, imprisonments, bindings, displeasure, anger, and various harms. Because he was particularly attached to what was not Dharma, the gods did not send down rain regularly. Therefore, those people were afraid and despaired. Without regard for their own lives, they abandoned their homes and went to live in the territory of the king of the five aggregates of the north. Later, the king of the five aggregates of the south disguised himself as a hunter and came out to inspect his territories.

Then they said: 'O god, the King of the Five Acquisitions in the north governs the kingdom according to Dharma, therefore his land is rich and prosperous, peaceful and has good harvests, filled with people and many beings, and there is no fighting, quarreling, bloody conflict, gambling, or theft, and diseases are completely pacified. Rice, sugarcane, cattle, and buffaloes are abundant. The world is also full of generosity, offerings, and respect, and he gives food to practitioners, Brahmins, the poor, and the destitute. The god is cruel, biased, and short-tempered, and he constantly makes the people of the country afraid with punishments, beatings, insults, killings, arrests, imprisonments, displeasure, anger, and various harms, therefore, those people, feeling afraid and discouraged, have gone to the land of the King of the Five Acquisitions in the north.' The King of the Five Acquisitions in the south said: 'Wise ones, what good method is there by which those people might return and dwell in these towns and cities?' The ministers said: 'O god, if you were to govern the kingdom according to Dharma, like the King of the Five Acquisitions in the north, and protect the country with a mind of loving-kindness, a mind of benefit, and a mind of compassion, it would not be long before those people would return and dwell in these towns and cities.' The King of the Five Acquisitions in the south said: 'Wise ones, if that is the case, then I too will govern the kingdom according to Dharma, like the King of the Five Acquisitions in the north.'
