大海之中下沉了啊！我的国家变得不吉祥了啊！请您宽恕那两位大国王，这样就不会变得不吉祥了。如果那两位在大海之中，如何给予宽恕呢？那两位在初八和十四，作为家主的代表，来到我的脚下顶礼，我给予标志，请您宽恕。世尊，我是否应该触碰他们的双脚呢？不要触碰他们的双脚。然而，伸出手来，说“祈请龙王宽恕”，这样就会得到宽恕。国王努力等待着那两位的到来。当那两位作为家主的代表来到世尊面前时，国王也立刻赶来，世尊给予标志，国王显露出手，说道：祈请两位龙王宽恕！大国王，我宽恕你们。如果宽恕了，就请到这里来。大国王，当我们从世尊那里皈依，并接受戒律时，我们的身体和受用就增长了。如果现在还像以前那么大来到这里，连摩揭陀国（古印度十六大国之一）也容纳不下啊！那么，摩揭陀国可能会变得不吉祥，但不会变得不吉祥的。如何不会变得不吉祥呢？你们为我们建造两座庙宇，每月举行六次祭祀，并安置我们的眷属，在祭祀时也聚集在一起。国王就这样做了。那两位也安置了眷属，并亲自享受祭祀。当其他时候，他们的眷属不谨慎时，恶龙们找到了机会，开始降下冰雹。在王舍城（古摩揭陀国首都）里，还有一位精通冰雹咒语的婆罗门，他阻止了冰雹的降落，因此，居住在摩揭陀国的人们给予了他权力。南方有一位名叫火施的婆罗门，精通冰雹咒语，他说北方有一个名叫有力量的地方，那里有一位名叫胜军的国王统治着国家。

It sinks into the great ocean! My country has become inauspicious! Please forgive those two great kings, so that it will not become inauspicious. If those two are in the great ocean, how can forgiveness be granted? Those two, on the eighth and fourteenth days, as representatives of the householder, come to prostrate at my feet, and I will give a sign, please forgive them. Blessed One, should I touch their feet? Do not touch their feet. However, stretch out your hand and say, "I pray for the Dragon Kings to forgive," and you will be forgiven. The king waited diligently for the arrival of the two. When the two came before the Blessed One as representatives of the householder, the king also came immediately, and the Blessed One gave a sign, and the king revealed his hand and said: I pray for the two Dragon Kings to forgive! Great King, I forgive you. If you are forgiven, please come here. Great King, when we take refuge from the Blessed One and receive the precepts, our bodies and possessions grow. If we come here as big as we are now, even the country of Magadha will not be able to contain us! Then, the country of Magadha may become inauspicious, but it will not become inauspicious. How will it not become inauspicious? You build two temples for us, hold six monthly sacrifices, and place our entourage, and also gather together at the time of the sacrifice. The king did so. The two also placed their entourage and personally enjoyed the sacrifices. When at other times, their entourage was careless, the evil dragons found an opportunity and began to hail. In Rajagriha (capital of ancient Magadha), there was another Brahmin who was proficient in hail mantras, and he stopped the hail from falling, and therefore, the people living in Magadha gave him power. In the south, there was a Brahmin named Fire Offering who was proficient in hail mantras, and he said that in the north there was a place called Powerful, where a king named Victorious Army ruled the country.

He recited a mantra over a little water, and then sprinkled it, and the hail split into hundreds of pieces. The Brahmins and residents of Rajagriha were very surprised, and took gifts to that Brahmin's house and said: Abbot, the people of Rajagriha are very happy, please accept the gifts! Why? Because you stopped the great hailstorm. He said: I did not stop it, this Brahmin stopped it. Those people went to that Brahmin and said: Brahmin's child, you stay here, and we will give you power. He said: Then I will stay like this. So he stayed. He stopped the hail with a mantra, and for a while, it did not hail. The Brahmins and residents of Rajagriha said: Wise ones, if it does not hail because of our own merit, why should we give him power? They cut off his power. That Brahmin lost his mantra power and went to a powerful place, and then it hailed again. Those people went to that Brahmin and said: Abbot, where is that Brahmin's child? He said: You did not respect him, so he left. Abbot, if he is there, please invite him to us! Let it be done. He gradually went to the place where King Dechen was, and after arriving, he congratulated King Dechen on his victory and longevity, and then said: God, in your country, there is a place called Dragon King Rabmze, and in that place there is a medicine called the power-increasing medicine, please God, show me that place!
