If it is torn, it should be patched and worn. The Blessed One said that single-layered shoes should be worn. Another almsman gained the faith of a householder. He got up early the next morning and went to Shravasti (ancient Indian city) for alms without shoes. That householder saw him without shoes. Seeing him, he said: "Venerable, do you not have shoes? Please go to the shoemaker. I will offer you a pair of shoes." After he went to the shoemaker, the householder said to the shoemaker: "Hey, chamberlain, please offer this venerable one a pair of shoes." Having said this, he left. At that time, for the sake of the monks and the dead, (the shoemaker) made single-layered shoes. That monk went to the shoemaker many times, but the shoemaker did not give them. Another time, that householder again saw the monk without shoes. Seeing him, he also said: "Venerable, did the shoemaker not give you shoes?" "Householder, have you not heard that shoemakers rarely tell the truth? I went many times, but he did not give them." He said: "Venerable, please come to my house." He led him to his house, satisfied him with alms food, and gave him a pair of multi-layered shoes. The monk said: "Householder, the Blessed One has not permitted it." He said: "Venerable, please wear them and go and have single-layered shoes made." He took the shoes, went to his dwelling, took the shoes and a knife, sat under a tree, and began to cut them. The Blessed One also came in that direction, (and asked) what the monk was doing. "The Blessed One forbade multi-layered shoes, so I obtained such multi-layered shoes, and I will make them single-layered and cut them open." Then, the Blessed One thought: "Alas, my hearers, Brahmins and faithful householders will give multi-layered shoes." Therefore, it was permitted that multi-layered shoes may be worn, up to those who are not low-class householders. The venerable Ananda asked, up to (the text) saying: "Venerable, the Blessed One said that multi-layered shoes may be worn, up to those who are not low-class householders."

If so, to what extent can a monk be said to be inferior to a householder? Even if one is surrounded nearby, even if one takes seven or eight steps, it counts. The origin of the matter is in Vaisali. At that time, such shoes were made in Vaisali, such as: click-clack. Making the sound "ཚིག་ཚིག་ཆེམ་ཆེམ།", made of sheep horn or Bodhi tree leaves, etc., of various colors, worth five karshapanas. The group of six monks saw someone wearing shoes, and they used their toes to push up the heel of the shoe from below, and then said, "By giving this gift, may you attain the adornment of the mind, the implements of the mind, the collection of yoga, and the most supreme meaning - the fruit of Buddhahood." After saying this, they took it away. The noble ones wandering in all directions also snatched such shoes. Such a sound spread. An old woman's son-in-law came, and she gave him a pair of shoes and instructed him, "The noble ones will snatch shoes, be careful not to be snatched no matter what." Later, a beggar entered for alms, and he saw that person entering a house. He also followed into that house, and then that person came out of that house and entered another house. The beggar also followed in. That person said, "Noble one, why are you following me? Do you want to snatch my shoes? Virtuous one, I will not snatch your shoes, I am just entering for alms." That person said, "Noble one, whether you snatch or not, anyway, it has spread everywhere that you noble ones snatch shoes." At that time, the monks reported this matter to the Blessed One. Then, the Blessed One thought: Whatever fault occurs is because the monks wear click-clack shoes. Therefore, monks should not wear click-clack shoes, and the precepts were elaborated in detail. Such shoes should not be worn. If a monk wears such shoes, he will commit a serious offense. The origin of the matter is in Sravasti. At that time, the monks injured their ankles from wearing shoes and were seen by Brahmins and householders.
