The monks should perform the pravāraṇā (解制) for the Saṅgha with three matters: seeing, hearing, and suspecting. The monks did not know how to perform the pravāraṇā, so the Blessed One instructed: "If the pravāraṇā is to be performed in seven or eight days, it should be announced in the city of the settlement that the Saṅgha's pravāraṇā will be performed on such and such a day." The monks residing there should diligently engage in the work of making offerings at the stupas and the surrounding areas of the stupas, cleaning the incense chamber, and decorating it. The residing and long-residing monks should sweep the monastery, clean it, and smear the ground with fresh cow dung. The Saṅgha should distribute the oily food that has been obtained. The monks who uphold the sūtras, the Vinaya, and the mātrika (母论) should preach the Dharma throughout the night. If it is known that the pravāraṇā cannot be performed before dawn, the time should be known and it should be done as is convenient. Then, one, two, or many monks should be appointed to perform the pravāraṇā. A monk who does not possess the five qualities should not be appointed to perform the pravāraṇā, and one who has been appointed should be removed. What are the five? Acting out of desire, acting out of hatred, acting out of delusion, acting out of fear, and not knowing what is pravāraṇā and what is not.
