Compilation: the permission for demarcation, the act of demarcation being proclaimed, belonging to Dharma and non-Dharma, and the activities of healing the sick. The Buddha, the Bhagavan, stayed in Shravasti, in the Jeta Grove of Prince Jeta, in the Anathapindika's Garden, and vowed to spend the summer retreat there. At that time, many monks in a certain region made such vows and promised to spend the summer retreat, saying: 'Venerable ones, during the summer retreat, none of us monks should speak or remember if a monk has fallen from discipline, view, conduct, or livelihood. If any of us sees an empty, dry, waterless water pot or bathing pot, if one person can do it, let that one person fill it and place it as it was. If one person cannot do it, let him make a hand gesture to another monk, and together they should place it as it was, and then leave silently without speaking to each other.' Having made such vows, they promised to spend the summer retreat in that region. Then, many monks, after three months of the summer retreat, being endowed with Dharma robes, having completed the making of Dharma robes, carrying their alms bowls and Dharma robes, without speaking to each other, went to where Shravasti was. Gradually walking and arriving, they reached Shravasti. Then, many monks put down their alms bowls and Dharma robes, washed their feet, and went to where the Bhagavan was, bowed their heads at the feet of the Bhagavan, and sat on one side. By Dharma nature, the Buddhas, the Bhagavans, are pleased to welcome the monks who arrive suddenly, so he welcomed them especially, saying: 'Monks, where have you come from? Where did you vow to spend the summer retreat?' The Buddha, the Bhagavan, said to the monks who had come suddenly, 'Monks, where have you come from here?'

Were you not troubled by begging for alms? Venerable ones, no. We made a vow to spend the summer retreat in a region where we experience happiness, and we were not troubled by begging for alms. Monks, how did you make a vow to spend the summer retreat in a region where you experience happiness? And you were not troubled by begging for alms? Venerable one, we, many monks, made such rules in a certain region and then made a vow to spend the summer retreat: "Venerable ones, during the summer, none of us will speak of a monk's discipline being impaired, or views being impaired, or conduct being impaired, or livelihood being impaired. We will not remember it. If any of us sees a water pot or a bathing pot empty, dry, and without water, if he is able to fill it alone, he will fill it and place it as it was. If he is not able to do it alone, he will make a gesture to another monk, and together they will place it as it was, and then they will leave silently without speaking to each other." However, a monk who has made a vow to spend the summer retreat should make a distinction for the Sangha with the three situations of seeing, hearing, and suspecting.
