At that time, this oath will frighten them and make them afraid. They will cause rain to fall well from time to time. From time to time, they will produce crops, flowers, and fruits. Then, the Great King Vaishravana said to the Bhagavan: O Bhagavan, please speak extensively about the ritual. Then, the Bhagavan spoke about the ritual: When it does not rain, he should make a triangular mandala with a mixture of mud and dung on a mountain, in a monastery, in a temple, at a spring, in a pond, in a lake, in a canal, in a well, or in a pond where dragons live. The center of the mandala should be dug with a pit one cubit deep, and the diameter should also be one cubit. It should be very smooth and clean. Sprinkle perfume around it. Mix with clay and make the body of the Naga King with nine heads and raised crests into a statue. Place wish-fulfilling jewels on top of all the heads. In the east, make the Naga King Ocean. Make their attendants, seven each, with three heads, two heads, and five heads. Anoint their bodies with various fragrances. Grind white and red sandalwood, Surabin sandalwood, juniper, and saffron into powder and scatter them. Offer flowers and garlands. In the center of that place, scatter rice grains and mustard seeds. Place the four Great Kings in the four corners. In the four great directions, place statues of Buddha Shakyamuni with relics, and stupas with relics. Decorate with silk and banners. Offer with the five offerings. Incense with agarwood, sandalwood, and Turushka. Mix great incense, nala incense, Kunduru incense, mustard seeds, Gandharas incense, white solid fat, and honey, recite the mantra twenty-one times, and fumigate the nagas. Draw lotuses with flour around the entire edge of the mandala. Open four doors, and on each of the four sides, place seven plates filled with offerings. Place white tormas and various kinds of food as available. Scatter loose flowers. Place four filled vases. Place four vases filled with tormas. From the four corners, fumigate with Gugul incense. Light eight butter lamps. The Vidyadhara performs a fire puja at the eastern gate, mixing wood from the Karavira tree, mustard seeds, and red chili peppers, and throwing them one hundred and eight times. Once one hundred and eight throws are completed, all the nagas will send down a stream of rain, sending down a stream of rain in all four directions throughout Jambudvipa. All those nagas will send rain here. This is the first ritual. Make pills by mixing mustard seeds, butter, honey, flowers of the Karavira tree, and Naga Kesara. Then, recite the mantra one hundred and eight times over the pills.
