Experiencing and permanently liberating from suffering, attaining nirvana, is virtuous karma; experiencing undesirable results and discomfort is non-virtuous karma; karma other than these two, which produces desirable and undesirable results, is neither virtuous nor non-virtuous, it is neutral karma. So, would the virtuous karma of the fourth dhyana and the formless realms also become neutral, since it is karma that does not experience both pleasure and pain? No, because the virtuous karma of those realms is karma that experiences the bliss of quiescence. Or, it should be understood that saying experiencing pleasure will become virtuous karma is referring to the majority of cases. Similarly, the sutras also speak of three types of karma: merit, non-merit, and unwavering karma, as well as experiencing pleasure to come, and implied by "etc.," experiencing suffering to come, and experiencing neither to come. Among these, merit is virtuous karma belonging to the desire realm, and unwavering karma is virtuous karma arising from the form and formless realms above the desire realm. So, if the sutra says, "Here, whatever is discrimination and analysis, this is what the noble ones agitate here," doesn't this contradict the statement that the first three dhyanas are agitated? There, agitation is explained as being caused by the faults of dhyana. The first is agitated by investigation and analysis, the second is agitated by not being separated from joy, and the third is said to be agitated by the noble ones because of clinging to pleasure as pleasure, while the fourth is said to be without those agitations. Here, because the result is unwavering, the first dhyana and so on are also said to be unwavering. How is it unwavering? Because the virtuous karma of dhyana and the formless realms, their results mature in their respective realms, the fruits of karma mature in their respective realms, and maturing in other realms is unwavering. (Furthermore, karma that transforms into body and possessions matures in the heavens, but sometimes, due to the power of karma, afflictions, and aspirations, it also matures in humans, animals, and hungry ghosts.) For example, virtuous karma practiced in the desire realm, the virtuous karma of other beings will also be in other beings.

Because it matures there. The Sutra says: For example, here, someone is a giver and a benefactor, but he is extremely fond of killing. From this sentence until he says that when he becomes an elephant, he will obtain various kinds of elephant ornaments. Similarly, for example, here, someone relies on, meditates on, and repeatedly practices all the small merits arising from generosity, the merits arising from ethics, and the merits arising from meditation. He thinks: How wonderful it would be if I could be born equal to the good gods or good people! From this sentence until he says that he will be born there. Because of the power of conditions, even gods will experience the result among other gods and within the gods, which will mature among humans, animals, and pretas. The first dhyana and so on are immutable maturation because the virtuous deeds of that realm mature only there. Non-meritorious actions are not explained because they are known to be unwholesome.

Moreover, this is because it can be known from the reason that it is the Vipāka of virtuous actions. Regarding this, it is evident that the cause is the Samādhāna of special absorption, and the result is the special Samādhi of rebirth. If it is not like that, (because there is neither pleasure nor pain there, so there is no cause for it,) then the special Samādhi of contaminated absorption would have no Vipāka, or (because the actual basis of the first [Dhyāna] is inferior and the ground is different,) it would follow that no action would ripen into the special Samādhi of rebirth. Some former teachers say that the Vipāka of special Samādhi is the sense of pleasure that arises in the retinue of the three, such as the eye consciousness of the first Samādhi. Some say that there is no feeling of Vipāka in that place, but all those feelings of equanimity arise from the corresponding cause. Both of these are contradictory to the scriptures. The Vibhajyavāda says: Is it only the feeling of mind that ripens as the Vipāka of action? The answer is: Yes, the action without conception is virtuous. This is because virtuous action without conception exists above special Samādhi, because everything below the actual basis of the first [Dhyāna] has conception, and everything above the special actual basis of the first [Dhyāna] is without conception. Therefore, from this scripture, it is shown that the action of special Samādhi has Vipāka, and that it is the feeling of mind, so it is known that there is action that experiences equanimity in that place. Furthermore, since the scriptures also consider the ripening of the three actions to be without precedence or subsequence, it is also known that there is action that experiences equanimity even in the lower realms. As it says in the Jñānāvatāra Sūtra: Like this, is there a ripening of the three actions that ripens without precedence or subsequence? The answer is: Yes, what experiences pleasure is form; what experiences suffering is mind and mental factors; what experiences neither pleasure nor pain is non-associated compositional factors. Because there is no action that experiences suffering in other places.
