The second is: even after dying and transmigrating from this life, they will be born miraculously from a lotus in the realm of Sukhavati in the western direction. The third is: there are five points to establishing a victory banner. For what purpose is it established? It is for the purpose of pacifying all human diseases, livestock diseases, epidemics, harm, injury, contagious diseases, mutual conflicts, and the arrival of enemy armies. What is established? This wheel of the form of the Queen of Vidya-mantras should be properly drawn, accomplished, and done. How is it established? By placing or attaching the top of the victory banner inside the crest jewel, and by performing general rituals such as offering and respect with body, speech, and mind, and by making great offerings. Where is it established? On top of the gates of all cities or in front of the gates, and in villages of one or two houses, and in large cities with eighteen artisan places, and in towns where many merchants reside, and in regions where four castes such as kings reside, as it is said, and in monasteries one league away from the village, or etc. refers to places with marshes, establish it in any of those places. The benefit of establishing it is: if this protective wheel of the Queen of Vidya-mantras is established with great rituals as before, then, if it is established immediately for the purpose of averting war, it will pacify the war that has already begun. Similarly, diseases such as epidemics and the arrival of enemy armies will all be completely pacified. Fifth, the explanation of rainmaking is divided into two parts: explaining the mantra and making rain. The first is: Tadyatha. Avalokite means invisible and viewing with this. Churnate means crown and like powder. Jora Sini means a collection of radiant splendor and the light of flame, which is a difference in translation. Jala means in between or mixed. Dhaka means to burn. Dara means to destroy. Bidara means to completely destroy. Chinda means to cut off. Bhinda means to bind. Hum Hum Phat Phat means to encourage and manifest. Sarva Tathagatoshnisha means the crown of all Tathagatas. Anala means flame. Khasa means flame and space are equal. Bera means fear. Some means moon. Sarva Buddha Adhishthana Adhishthate means the blessing of all Buddhas, please bless. Sarva Tatagatoshnisha Sitata Patre means the white umbrella of the crown of all Tathagatas. The sound variations of "ne" and "kyong" are not actually obvious. The two "Hum" represent the mind, and mama means me, which is to protect oneself. The "U" of Ushni is the vowel "A" of "Da" which changes to "Naro" due to the power of conjunction, as stated in the fifth type of conjunction: "I U La O O", and so on for conjunction. Acharya Shurangabajra tied this mantra to the top of the protective wheel's banner, and by reciting it, rain can be brought down. Second, the Dragon King Boundless, etc. There are many methods for bringing down rain. Here, by the power of the protective wheel and reciting the mantra, the Dragon Kings rejoice. The eight great Dragon Kings, especially the Dragon Kings Boundless, Conch Guardian, and Black Great King, these three types of Dragon Kings will bring down rain on time. They will gather clouds on time and make thunder sounds on time.
