The primary cause of the expression that reveals qualities is the Buddha's actions. As stated in the Uttaratantra, "That which is meaningful, related to Dharma, eliminates afflictions from all three realms, and reveals the benefits of peace, is the speech of a sage; the opposite is not." Secondly, regarding the meaning of the words: In Sanskrit, "सुभाषित (su bhāṣita)", where "सु (su)" has five meanings, but here it means "excellent"; "भाषित (bhāṣita)" means "spoken," so "excellently spoken" is "Buddha's word." How is it excellently spoken? It is excellently spoken in ten ways. As stated in the Pramāṇavārttika, "How is it excellently spoken? In ten ways: by truly upholding, by mastering, by entering, by being fully endowed, by thoroughly distinguishing, by being a basis, by making understood, by establishing, by time, and by completely holding qualities." Their meanings, in order, are: because it is spoken after fully awakening to enlightenment; because it is spoken having mastered all sentient beings; not occasionally, but repeatedly and continuously spoken; because the teacher did not conceal it with miserliness from anyone, but spoke truthfully; because it is spoken truthfully according to the thoughts of sentient beings; because it is spoken truthfully endowed with the five qualities of voice; because it is spoken making limitless realms of the world understood with one voice; because it is spoken truthfully making understood as many circles of assemblies as there are; because it is spoken of the path that abandons the two extremes; because it is spoken to those who are fully ripened to be tamed; and because it is spoken endowed with sixty qualities of speech. So, what are the sixty qualities of speech? Because it brings the roots of virtue of sentient beings closer, it is gentle. Because it touches upon happiness in the nature of what is seen, it is smooth. Because the meaning is good, it is pleasing. Because the letters are good, it is agreeable. Because it is obtained from the unsurpassed path that transcends the world, it is pure. Because it can cut off all the habitual imprints of afflictions,

Because of being free from, it is without impurity. Because words and letters are very famous, it is very clear. Because it possesses the power and qualities to destroy all the views of evil-minded non-Buddhists, it is pleasing and delightful. Because it possesses the certainty of arising through practice, it is worthy of being heard. Because it is not defeated by all opposing debaters, it is invincible. Because it makes everyone happy, it is melodious. Because it is the antidote to attachment and so on, it is subdued. Because the method of establishing precepts is easy, it is not harsh. Because it correctly shows the means of definitely arising after transcending it, it is not contemptuous. Because it shows the discipline of all three vehicles, it is very subdued. Because it is the antidote to distraction, it is pleasing to the ear. Because it generates samadhi, it satisfies the body. Because it generates the supreme joy of insight, it calms the mind. Because it cuts off doubt, it gladdens the heart. Because it eliminates wrongness and uncertainty, it generates joy and happiness. Because there is no regret in practice, it is completely without suffering. Because it is the basis for the perfection arising from hearing, it should be fully known. Because it is the basis for the perfection of knowledge arising from thought, it should be fully understood. Because the teacher teaches the Dharma without concealing examples, it is very clear. Because it makes those who have attained their own benefit happy, it makes others happy. Because those who have not attained their own benefit should be happy, it makes them very happy. Because it correctly shows the inconceivable Dharma, it is omniscient. Because it correctly shows the inconceivable Dharmas, it should be fully understood. Because it does not contradict valid cognition, it is logical. Because it shows how to appropriately guide disciples, it is connected. Because it does not speak meaningless words, it is without the fault of repetition. Because it makes all non-Buddhist groups afraid, it is the power of the lion's roar. Because the voice is vast, it is the sound of an elephant. Because it is profound, it is the sound of a dragon. Because it is worthy of being received, it is the sound of the dragon king.
