Those waters that proceed by the exhaustion of fire, and by the parts of the expanded water, by the parts of the holders, the exhaustion of the earth, the assembled places, the self-nature of all things, completely equal to the pure sky, this one self-nature, is shown on the pure ground. Therefore, having become the Buddha's body, it is the self-nature of only bliss, so it will not change. Thus it is said. The glorious moon and the moon crystal, from the nature without discrimination, water arises. Likewise, in the world, relying on the body of the Victorious One, the Dharma of omniscience flows. Water universally relies on the seed realm, becoming of equal taste, likewise, the Dharmas, by the pure mind of sentient beings, become many forms, this is due to the power of manifest karma. Thus it is said. Similarly, in the Secret Inconceivable Sutra, it is also said: As much as the sky pervades, so much do body, speech, mind, wisdom, light, and activity pervade. Therefore, wherever the sky pervades, there is Buddha, but sentient beings do not see it, because they are obscured by their own two obscurations. The activity of one's own Alaya-wisdom has not manifested. In the Uttaratantra it is said: Likewise, sentient beings have afflictions, Mixed with defilements, so do the Victors. As long as one is not liberated from the afflictions and defilements, The Victor's deeds will not appear in the three realms. Thus it is said. In the Ornament of the Sutras it is also said: Just as the rays of the sun, Are obscured by clouds and the like. Likewise, the wisdom of the Buddhas, Is obscured by the faults of sentient beings. Thus it is said. Just as when a water vessel is broken, The reflection of the moon does not appear. Likewise, for evil sentient beings, The form of the Buddha does not appear. Thus it is said. The noble Nagarjuna said: Afflicted sentient beings, Cannot see the Thus-Gone One. Just as the pretas, See the ocean as dried up. Likewise, obscured by ignorance, The Buddhas are regarded as non-existent. For the evil, those with little merit, What can the Bhagavan do? Thus it is said. By the merit done through meditation and the like, As much as one is separated from the part of obscuration, that much one abides in oneself.

The Buddha appears in the realm, as the noble Nagarjuna said: For sentient beings who have accumulated merit, radiant with light and splendor, the thirty-two marks shine, the Buddha is present before them. This is the meaning of what he said. The Bodhisattva Sadāprarudita (Always Weeping) said so. Because it is so, for the wisdom that has cleared away delusion, various sufferings of delusion do not arise, and for sentient beings oppressed by delusion, the perfection of pure appearances does not arise, this is certain. The meaning of what is widely known as appearance and emptiness being inseparable is that both truths are inseparable in appearance and emptiness, and the way of appearance and the way of emptiness are not the same. Conventional truth appears to the conceptual mind, while ultimate truth appears to wisdom. Although conventional truth appears to the conceptual mind in various ways, because it is a delusory appearance, ultimate truth is emptiness. Although ultimate truth appears to wisdom in various ways, because it only appears as clear light, conventional truth is empty of delusory appearances. Dreams and illusions, etc., are said to be examples of the two truths being inseparable in appearance and emptiness, and the way of applying the examples is different. When it is given as an example of conventional truth, wherever it appears, the reality of that thing does not exist, like a dream, like an illusion. When it is given as an example of ultimate truth, in self-aware wisdom, although various forms of the environment and its inhabitants appear, that conventional thing does not exist, like a dream, like an illusion. Thus, conventional truth is mind, appearance and emptiness are like illusion. Ultimate truth is wisdom, appearance and emptiness are like illusion. Conventional truth is delusion, appearance and emptiness are like illusion. Ultimate truth is non-delusion, appearance and emptiness are like illusion. Conventional truth is suffering, appearance and emptiness are like illusion. Ultimate truth is happiness, appearance and emptiness are like illusion. And so on, similar to above. Conventional truth is fault, appearance and emptiness are like illusion. Ultimate truth is quality, appearance and emptiness. Conventional truth is misery, appearance and emptiness are like illusion. Ultimate truth is perfection, appearance and emptiness are like illusion. Conventional truth is ignorance, appearance and emptiness are like illusion. Ultimate truth is knowledge, appearance and emptiness are like illusion. Conventional truth is all
