Being obscured by the two obscurations, the activity of one's own coemergent wisdom does not manifest. As it says in the Uttaratantra: "Likewise, sentient beings have the impurity of afflictions. As long as the Victorious One is mixed with the impurity of afflictions, and as long as he is not liberated from the mixed nature of afflictions and impurity, the Victorious One will not act in the three realms." And as it says in the Ornament of the Sutras: "Just as the rays of the sun are said to be obscured by clouds and so forth, so too are the wisdoms of the Buddhas obscured by the faults of sentient beings." And also: "Just as when a water vessel is broken, the reflection of the moon is not seen, so too is the form of the Buddha not seen by evil sentient beings." The noble Nagarjuna said: "Afflicted sentient beings do not see the Tathagata, just as hungry ghosts see the ocean as dried up. Likewise, being obscured by ignorance, they posit that the Buddhas do not exist. What can the Bhagavan do for the evil ones who have little merit?" This is the meaning of that. To the extent that one is separated from the aspect of obscuration through accumulating merit such as meditating on samadhi, to that extent the Buddha abiding within oneself will manifest. The noble Nagarjuna said: "For sentient beings who have accumulated merit, the Buddha, radiant with light and splendor, blazing with the thirty-two marks, abides before them." This is the meaning of that. The Bodhisattva Ever Weeping is like that. Because that is the way it is, the wisdom that awakens from delusion does not give rise to various sufferings of deluded appearances, and it is certain that the perfections of pure appearances will not arise for sentient beings oppressed by delusion. The meaning of what is widely known as "appearance and emptiness are inseparable" is that the two truths, appearance and emptiness, are inseparable and without difference, and the way of appearance and the way of emptiness are not the same. Conventional truth appears to the consciousness, while ultimate truth appears to wisdom. Although conventional truth appears in various ways to the consciousness, it is empty because it is a mistaken appearance. Although ultimate truth appears in various ways to wisdom, it is empty of the reality of mistaken appearances because it appears only as clear light. Dreams and illusions, and so forth, are both truths, appearance and emptiness are
