"Now, Venerable Sir, when a united Saṅgha gives a 'discipline of mindfulness' to one deserving a 'discipline of mindfulness', gives a 'discipline for the confused' to one deserving a 'discipline for the confused', is that, Venerable Sir, an act in accordance with Dhamma, an act in accordance with Vinaya?" And thus the Saṅgha is without fault.
