In order to make the kings of the fierce assembly into a seat, take earth, find a place, purify the place, and build and draw five mandalas. Before that, offer to the Four Great Kings, build four mounds and give torma. Then there is the suppression of evil spirits, door signs, and other affairs, which are explained in the outer boundary. Then there is the secret inner boundary, common and special. The eyes of the sun and moon and the great power, as well as the boundary of the Matrikas and the Wrathful Ones, are all subsequent samadhis. Then, the Lord of Secrets, the Great Being himself, asked this: Alas, hero, supreme subduer of the fierce! This is what is said about the wheel of command. Draw the mandala and place the mudras, or after summoning the directional guardians, recite the mantra on the ten kilayas, and insert them on top of the summoned objects.
