Then, the Bhagavan, with the terrifying posture of body, speech, and mind, uttered Jaḥ Jaḥ Jaḥ Hūṃ Hūṃ Hoḥ Hoḥ. He performed the great action of applying the activities of subjugation. From the treasury of the secret vajra, within the fully expanded lotus of the secret mother, he transformed the multitude of sentient beings into bodhicitta, brought them down from the sky, and generated them as sons. Having done this, he regained mindfulness. The inconceivable body of the Buddha, the inconceivable mass of flames, with many weapons, heads, and faces, making the sound "Kyibung," seeing them terrified and being killed, he said: "Fearsome wrathful ones, dwell in a place of great bliss. To expel is a very small fortune. Now, decide what to do." The words spoken, "Gods and lords," he knew that the characteristics of sentient beings had matured. Then, the Bhagavan, with great joy, spoke extensively, "Do not regret! Respect the lord and take vows! Since there is no fortune to dwell here, the outer mandala should remain on the ground." I beseech you! Please know what you do. May you know the fortunate ones forever. Do we, who protect the world, not protect our retinues from now on, having taken vows today? Do we not accomplish all actions according to the command? Do we not empty the vehicle holders? If we do not seize the mandala where we reside, may we be terrified as we are now, and may we go to hell after death, so they swore. Then, the great blood drinker remained silent. The extremely murderous mother, the Brahma woman, the young woman, the powerful woman, the accomplished woman, the great moving woman, the great Vajra-faced ram woman, the great woman who destroys human women, the pig mother who kills, the fierce mother, the moistening mother, the great pig mother, the great black-haired woman, the great Vajra-holder woman, the great Vajra black woman, the great Vajra old hag, the Vajra mind-capturing woman, the extremely solitary eating woman, the great Vajra Rakshasa-like woman, the great blue-black woman, the great green-black woman, the great club woman, the great peaceful vase-necked woman, the woman who accomplishes actions, the woman who makes others obey, the terrifying form, the fierce mother, the one who shows the appearance of a wandering woman, and so on, mothers, sisters, and daughters, listened with great respect. They listened to the Vajra servant girl, and after taking vows as Vajra servant girls, they swore, "We will do whatever actions we desire," with terrifying forms, weapons, and places of residence, residing to perform actions in the outer felt. The method of accomplishing their mandala is explained: The outer part of the mandala is square, and in the center is a crescent shape, with blood. The mandala of Vasudha is drawn with a collection of menstrual blood. From hrīḥ (藏文，梵文天城体，hrīḥ，惭愧), eight bodies appear in the center. Or one with three heads and six arms, a skull cup filled with great red blood. It has eight or twenty-nine. Or one with five, blessed with the fifth letter. One with remnants of essence, recited with the mantra of ucchushṭa (藏文，梵文天城体，ucchushṭa，残食). The red-poured skull cup is to be drunk, and after calling out by name or bhyaḥ or rulu, scattering blood from the mouth, all the actions of Heruka are to be performed as the actions that arise from before.
