If one does not express or speak with language, even without uttering words that conform to the truth of Dharma-nature, one can still understand its meaning. For the unwavering speech of Dharma-nature, abiding without speaking of unborn speech, this is the altruistic activity of not expressing with words. If one speaks truthfully with language, just as water cannot remain in boiling ghee, there is no falsehood in Dharma-nature; whatever is said is in accordance with the truth. This is the nature of being without falsehood, the altruistic activity of speaking the truth. If one speaks and narrates lies with language, the sacred Dharma deceives and leads astray the afflictions and cyclic existence, which is similar to a lie. This is the altruistic activity of leading to cyclic existence. If one speaks and narrates sweetly with language, the blessings of Dharma-nature naturally satisfy the minds of all beings, satisfying and making the senses understand. Speaking sweetly is speech that is in harmony with all, the altruistic activity that is in harmony with all. If one speaks and narrates unpleasantly with language, for example, even to an enemy, speaking unpleasantly to a virtuous friend is because of a deep understanding of the cause, fearing that the result will be attached to cyclic existence, so one speaks unpleasantly. This is the altruistic activity of being free from attachment. Even if one speaks with a loud, clear voice, the sound satisfies the senses, and the sound is ultimately similar to emptiness. With the meaning of the unborn Dharma-nature, one satisfies the minds of others, and all phenomena are naturally empty in the end. Therefore, speaking with a loud, clear voice, this is the altruistic activity of proclaiming understanding. If one speaks secretly in a whisper, mentally reciting the essence that is not the essence, speaking secretly in a whisper, this is the secret essence of speech, the altruistic activity of mantra. If someone speaks vulgar words, at the time of taming, one can translate the words according to whom one is taming. If there is no contradiction in meaning, then the words themselves can be said to be vulgar words. This is the altruistic activity of skillful means of speech. If one expresses it as the Dharma-nature of pith instructions, the Dharma wheel has a hundred sounds of speech. Understanding it as taming the three faculties of superior, middling, and inferior, this is expressing it as the Dharma-nature of pith instructions. This is the altruistic activity of turning the wheel of Dharma. If one expresses the mantra of union of desire with language, it is speaking in code that expresses everything as being united in the manner of father and mother, this is non-dual.

Because of understanding the nature of all phenomena, it is said to be the union mantra of desire, which is the activity of non-duality. If it is said to be the speech of a laughing old woman, then it shows the great joy as the reflection of Dharma nature. By showing the self-nature, the afflictions are natural and not difficult. Speaking as the words of a laughing old woman is the activity of great joy in speech. If the speech expresses the wrathful anger of hatred and the words of loving-kindness, it refutes the conceptualizations of grasping and being grasped. By holding the compassion of Dharma nature without pain, it speaks of wrath and instructions, which is the activity of acting as it subdues. Therefore, the activity of the oral instruction is to accomplish all activities in Dharma nature without distraction. To this, one should say: The speech of the self-nature, free from elaboration, of the Sugatas, is unspeakable, unborn, and the basis of emptiness from the beginning. It does not rely on words and letters, and has no characteristics. Unreal, unborn, the treasury from which all phenomena arise. With skillful means, it proclaims universally. It performs the benefit of beings, the essence of the nectar of the holy teachings. It turns the reins of ignorance and wrong thoughts upwards. The qualities of the holy Dharma are beyond words. No matter how much is proclaimed, it is the ocean of the holy teachings, and the distinctions of each vehicle appear in the mind. Whoever holds this meaning in their mind, and the yogi who is clear in their mind, no matter how much they proclaim, through the door of Dharma, others are liberated by understanding. The holy teachings are meaningful, as spoken by the Victorious Ones. Whoever speaks Dharma without this, even if they speak the truth, others will not understand. For example, the common people who are not kings, even if they speak the truth, no one listens. Other yogis who do not know these, even if they have meaning, cannot subdue any beings. From the nectar of the holy teachings spoken from the mouth, and the supreme instruction of the oral instructions spoken to others, the sound of words is the unborn realm of Dharma. With the truth of meaning, there is no ego-grasping or conceptualization. Because it is complete with scripture and reasoning, what is said is the power of meaning. It should be taken from the instructions of the guru and proclaimed. One who teaches Dharma without this will become the cause of the decline of the holy Dharma. Even if explained, it is the cause of meaningless distraction. Having understood in this way, whatever is said is wrong.
