Fall! If you cannot cut off the conceptual thoughts in the space of wisdom, then only crazy behavior will appear, like being beaten by a demon. If you do not practice pure perception after relying on the guru, do not keep the vows, but calculate gains and losses in the Dharma, defile your mind with wrong views, and say things to maintain face, if you teach secret mantra Dharma to those without faith, it will not only be of no benefit, but will also cause both to fall into evil destinies. If you have not tamed your own mind, but only recite from the book, like a parrot, and you yourself have lost your way, but you want to teach others, it is like a blind person leading a blind person, how can you reach the destination? The view of the Great Vehicle of Secret Mantra is that it is not defiled by conceptual thoughts and attachments, it is free from acceptance and rejection and actions, this is the nature of Dharmadhatu, like the sky, without boundaries and center, not greedy for happiness, nor afraid of suffering, it is free from elaboration, beyond mind, and beyond words. When meditating, do not cling to the tangible body, like an image in a mirror, the moon in the water, appearing but not clinging, clear and empty, its nature is nothing else, it is the nature of mind itself. Behavior is not fixed, like a child's game, not falling into the bias of good and bad, hope and fear, whatever appears, abide in equality, if you cannot realize this, you will despise cause and effect, this is not the behavior of Secret Mantra. In the future, my followers, all mantra practitioners, should do actions that are in accordance with प्रमाण (pramāṇa, Validity)! The third chapter of oral instructions ends. Samaya! I, Padmakara, who knows all, gave these oral instructions to the kings of Tibet: If there is Dharma, it can be the cause of being reborn as a king, which depends on the accumulation of merit in the past, therefore, entrust your whole body and mind to the Three Jewels (Triratna). The law should not be too strict, nor should it be too loose, it should be moderate. Do not kill or cut off limbs, this is the law; do not destroy the senses such as eyes, this is the law; do not bind limbs with shackles, this is the law; the law is to punish criminals, eliminate unjust acts, and promote the Dharma. Wherever there is no Sutra, Bodhipath, and Tantra, expel those who preach so-called new Dharma that is not in accordance with tradition, for those who become enemies of the Dharma and sentient beings, use fierce actions to accomplish the task, and deliver those who are impure to the pure realm. Praise good deeds, degrade evil deeds, young people should respect the elderly, strictly enforce the law, abandon prejudice, and respect those wise men who are proficient in the law. For those who do not follow the rules, do not listen to advice, and only destroy, use the golden yoke of the law to restrain them. Use fire punishment to burn, water punishment to drown, wind punishment to hang the body high on the top of a tree for public display, earth punishment to suppress, wood punishment to whip, iron punishment... --------------------------------------------------------------------------------

Cut off heads and limbs! Keep karma and cause and effect in mind, and always respect the gurus in the proper way. Do not bring meaningless lawsuits, and send the innocent to prison. Think carefully, do not judge rashly, and stop the shameless evil deeds. Punish the criminals with harsh laws, and let the whole country be free from harm. In accordance with the Dharma, make the country peaceful and prosperous. This is the fourth chapter of teachings. Samaya (vow). Padmasambhava (Lotus Born), the wise one who governs the world, left these advices to all the women of Tibet: Women have no virtuous deeds in their mouths, so speak less and abide by the law. Do not destroy harmony with discord, but organize good deeds. Do not stir up discord and disputes, but try to reconcile. Do not accumulate greed and anger, and abandon jealousy. Except for the king who governs the country, do not be too fond of the friendship of ordinary ministers and people. If the laws for women are too harsh, rebellion will occur. If the thunder is too loud when the sun rises, the lion will be killed. Try to help others and be in harmony with everyone. Think about the benefits of good deeds and the punishments of sins. Practice impermanence, and be careful and cautious with cause and effect. Obey the orders of the ruler and be in harmony with the ministers. Take care of all the servants with love and care. If you do this, good deeds will increase in this life, the decay of sins will be eliminated, and all wishes will be fulfilled. This is the fifth chapter of teachings. Samaya (vow). Padmasambhava (Lotus Born), the master who rules over everything, left these advices to all the ministers of Tibet: From the depths of your heart, trust in the sacred Dharma, and generate firm faith and reverence. By understanding karma and cause and effect, good and evil, do not forget the key to acceptance and rejection, and keep it in mind. Whatever the ruler says from his mouth, do your best to follow it. According to the two previous systems and laws, govern with laws that make the country peaceful and prosperous. It is the duty of the ministers to carry out the wishes of the king, so do not do what you want to do, but think carefully. Praise those who have virtue, and for those who are evil, be sure to suppress them with harsh laws. For those who only care about their own interests, abuse their subordinates, and bring misfortune and destruction, execute them according to the law. Suppress the proud and protect the vulnerable. No matter what karma and sins are done now, karma and cause and effect will never be in vain. Because this sincere word is meaningful, it should be remembered in the hearts of the Dharma-abiding law ministers. This is the sixth chapter of teachings. Samaya (vow). Padmasambhava (Lotus Born), who is impartial to all, left these advices to all the patrons of Tibet: Whatever the gurus are... --------------------------------------------------------------------------------
