Lord of Horses, glorious one, who commands samsara and nirvana, Manifesting as the Vajra Sky-Soaring Garuda, I bow to you, subduer of all malice, Clearly arranging the empowerment of activities. This has three parts: preparation and arrangement, the main activity, and subsequent actions. The first part: during the approach and accomplishment, and empowerment, in the center of a mandala complete with a charnel ground with four lotus petals, place a dark blue triangle marked with the deity's symbol, a blue dot, or the letter ཁྲོཾ་. If unavailable, on top of a five-pile mandala, place a stand with a vase adorned with five neck ornaments, filled with the five Garuda medicines and mustard powder. In front, place a vajra blue diadem and vase medicine powder mixed with water. To the right, place a sandalwood phurba with a Garuda face, or any phurba if unavailable. Behind, place a skull cup of nectar. To the left, place a torma and white mustard, nine grains made into bundles equal to the number of students. Behind these, make a Mount Meru out of grain dough, on top of which place a glorious triangular torma surrounded by five similar ornate tormas, with medicine and rakta to the right and left. Arrange the outer offerings in front. For daily activities and aversion, only the torma, medicine, rakta, and outer offerings are needed; the mandala setup is not necessary. Second part, the main activity: if you want to elaborate, offer the white torma as usual. Consecration, boundary cutting, etc., should be done according to the concise action manual 'Wish-Fulfilling Lotus Garland.' For a medium approach, the supplements can be done according to the action manual 'Secret Accomplishment.' Offerings clouds transcending gods and humans, arising from the liberation of Samantabhadra's conduct. The nature of spontaneously accomplished sun and moon radiance. The skin of the world like scales of a snake. The banner of the world, burning with beautiful streamers. A net of bells, adorned with lotus staffs. Hair, tridents, stakes, Rakshasa women walking. Surrounded by eight great charnel grounds and a net of fire. In the center, three layers of skulls stacked. In the triangular, burning palace mandala. The Dharma-nature is unborn, the door of arising wisdom. Limitless palaces, spontaneously accomplished by nature. The great powerful Dakini, the place where the deities reside. Bhrūṃ Viśva Viśuddhe Jñāna Cakra E Bhrūṃ. Paṃ Lotus Mandala. Varuṇa. Phu Ti Ra Vaṃ. Mā Sūrya Maṇḍala Lā Hūṃ. Then, visualize the deity. The syllable Hrīḥ has two functions: gathering and radiating. Gathering, oneself is the great powerful one. Three faces and six arms. White on the right, green on the left, blue in the center. The first right hand holds a vajra. The first left hand holds a noose. The middle two hands devour evil types. The last hand holds a green Dakini dancing. Vajra jewel wings spread.
