Visualize all these wrathful deities with three eyes, bared fangs, short, stout bodies, and hanging bellies. Visualize a white Oṃ (藏文:ཨོཾ,梵文天城体:ओम्,梵文罗马拟音:oṃ,汉语字面意思:嗡), a red Āḥ (藏文:ཨཱཿ,梵文天城体:आः,梵文罗马拟音:āḥ,汉语字面意思:阿), and a blue Hūṃ (藏文:ཧཱུྃ,梵文天城体:हुँ,梵文罗马拟音:hūṃ,汉语字面意思:吽) residing on moons at their foreheads, throats, and hearts, respectively. Then, with the light of the Hūṃ, invoke Vajrapāṇi (Phyag na rdo rje) and the Four Great Kings along with their retinues, and offer them flowers and so forth. Through attraction and absorption, invoke the Five Buddhas and bestow empowerment, purifying defilements. Vajrapāṇi is granted the vajra of Vajrasattva (rDo rje sems dpa'), and the Great Kings are granted vajras, jewels, lotuses, and various vajras respectively, which are the signs of empowerment. Afterward, focus on the mantra syllables blazing and intensely shining on the moons at their respective hearts. Recite the heart mantra of Vajrapāṇi and their respective mantras: Oṃ dhṛṣṭa rāṣṭāya svāhā, Oṃ birūḍhakaāya svāhā, Oṃ birūpākṣāya svāhā, Oṃ báiśramaṇāya svāhā. Recite as much as possible, then offer flowers and so forth again, and arrange a torma made of the three whites (milk, yogurt, ghee). Offer it with the seven offering words beginning with akāro at the end of your mantra, and pray for whatever is desired. This is the ritual of approach. Whether it is oneself or another, if towns, villages, or monasteries, etc., are oppressed by a king, or threatened by armies, robbers, or petty thieves, one should adorn it with the instructions as described in the tantras and explain it here. In the center of the city to be protected, erect a banner made of pure white silk, beautifully decorated all around. Around the top of the banner, neatly write three times the 'Uṣṇīṣa Vijaya Dhāraṇī', ending with the heart of dependent origination (rTen 'brel snying po). Write the name of the local ruler, and the names of property, horses, cattle, buffaloes, etc., followed by 'rakṣa' (protection). Write: 'By the power of the victorious strength of Uṣṇīṣa Vijaya, protect this city named so-and-so from all harm and injury from the king, armies, robbers, enemies, and foreign kings, and all harmful thoughts, rakṣa kuru (protect, act)'. With its power, strength, authority, and glory, write between Raksha Kuru the misfortunes of the king, etc., to the chief official of a certain large city and his entourage. Place it inside the banner. On the four sides of the house, also behind the image of the Great King, write their respective heart mantras and the essence of dependent origination, etc. Inside the lintel of the door, also on the image of Dhṛtarāṣṭra (Sanskrit: Dhṛtarāṣṭra, Romanized Sanskrit: Dhṛtarāṣṭra, Literal meaning: Upholder of the Nation) do likewise. Anoint them with fine fragrances, and with the secret instructions for consecration, repeatedly infuse their respective images, and install them in the places as described above. Offer many offerings of flowers, etc., entrust them to perform the appropriate activities, clearly visualize their respective directions, and make them invisible to others. Keep them away from dangers such as dampness, and at the fixed time of the year, consolidate the consecration with mantras and blessings, and focus on their respective activities, which is the supreme essence of the oral instructions. Here, mainly speaking of Dhṛtarāṣṭra (Sanskrit: Dhṛtarāṣṭra, Romanized Sanskrit: Dhṛtarāṣṭra, Literal meaning: Upholder of the Nation), and the mantra of Vajrapāṇi (Sanskrit: Vajrapāṇi, Romanized Sanskrit: Vajrapāṇi, Literal meaning: Thunderbolt-Holder) and the three friends, recite as much as possible, and after three hundred thousand or seven hundred thousand times of this mantra, recite: 'Om, Griha Raja, Griha Raja, Kuma Kuma, Khum Tis Svaha.' Recite five thousand or three thousand times, bless the clean sand washed by the river, wrap it in a clean cloth, and also wrap it in the banner. No matter how great the fear, patrol around the edge of the city every night. Also send this to those who have not returned, and to the merchants who have gone to the ocean, etc., and to the fear arising from arrogance. Wear a small amount, and also patrol near the gardens where they stay at night, so that they may live in peace. They should also remember and recite his image and heart mantra. I know that this is the supreme method of protecting against fear. Wherever the banner of Dhṛtarāṣṭra (Sanskrit: Dhṛtarāṣṭra, Romanized Sanskrit: Dhṛtarāṣṭra, Literal meaning: Upholder of the Nation) is located, that supreme city will be free from all fears, like a land of burning vajra, and that direction will be victorious in all battles. By the merit of this composition, may all beings abide in the great conduct of the Bodhisattvas and accomplish vast benefits! The oral instructions for the king to practice Dhṛtarāṣṭra (Sanskrit: Dhṛtarāṣṭra, Romanized Sanskrit: Dhṛtarāṣṭra, Literal meaning: Upholder of the Nation) are accomplished.
