Namo Buddhāya! By the blazing fire of whose wisdom vajra, the mountains and forests of self-grasping are destroyed, the seven consciousnesses abide beneath the earth, protecting the world, becoming the god of gods, I prostrate to the Lord of Conquerors. The way in which his teachings, in different temporal contexts, and the way in which all converge upon this dharma-nature, are explained. However, to those immature ones who engage in discordant disputes, I shall bestow the essential instructions of correct reasoning. In this land of snow, there are no proponents of non-Buddhist doctrines, nor those who primarily uphold the conduct of Śrāvakas. To rectify those who, awakened by the imprints of these, misinterpret the meaning of the supreme vehicle's scriptures, I shall refute them. The scholars of India, ever since the Victorious One spoke, have accepted those teachings as valid in themselves. They believe that reason is devoid of error and does not speak falsehoods, therefore, the Śrāvakas declare that the Mahāyāna is not the word of the Buddha. If it can be proven to be the word of the Buddha, they will also accept it. Therefore, the establishment of the Mahāyāna scriptures relies on scriptural and logical proofs. Some Tibetans consider certain scriptures that align with their own desires to be definitive, while regarding all others as provisional. They believe that this is for the benefit of beings, which is astonishing, yet they consider its essence to be not real, but false. If one thinks in this way, the teachings of a valid person cannot be established. If the Victorious One, who has exhausted all faults, speaks falsehoods, then what need is there to mention the noble disciples who have abandoned some faults, and the ordinary beings who are filled with faults? One who is accompanied by falsehood is not a valid person. If someone believes that the Buddha is not a valid person, how can that Buddhist proponent stand? The above is an explanation of the Buddha's teachings as a source of valid cognition. 18-98 ༄། །Also an examination of the way the three turnings of the wheel of dharma are taught. Most Tibetans believe that the three turnings of the wheel of dharma are such that the first turning is false because it teaches that all phenomena are truly established; the middle turning is definitive because it teaches emptiness; and the later turning is provisional because it teaches existence. In general, not all provisional teachings are false words. They are the steps on the path that lead beings to the supreme reality. Teaching conventional truth is provisional, and teaching the reality of ultimate things is definitive, as the wise ones believe.

讲述此法之必要,一切所诠释,虽认为皆是不了义,然一切正法,为调伏众生之故,转成不了义。龙树与无著二位尊者,将三转法轮之意趣,成办为一。初转法轮中,所说之世俗谛,亦如所显现而如是说。就实相观察之义,未曾诠释为真实成立,故于彼无有虚妄之语。于中于间,遮止一切轮涅之法,然世俗一切,如来藏等,有无任何皆未说,亦无观察。是故彼二者,最终义不相违。然初时,主要诠释世俗谛,中间,诠释少分了义,最终则圆满诠释了义胜义谛。如病人之药,与学习文字之譬喻,此是其意趣,于其他则有相违。若初时说一切法皆是自性成立,则与迦旃延之教诫之经部等,成为内在相违。中间若遮止胜义法界等,则与慈氏请问等,成为内在相违。如是即是对三转法轮之开示方式,也作了观察。 ༄། །从了义与不了义出发而作的辨析。 此外,在法性不变之品中,如是说到:善现,如是,一切法皆是幻化,其中有些是声闻的幻化,有些是独觉的幻化,有些是菩萨的幻化,有些是如来之幻化,有些是烦恼的幻化,有些是法的幻化。善现,以这些名目,一切法就像幻化一般。如是说。请问:何者不是幻化的法?回答:善现,凡是没有生和灭的,那不是幻化的。请问:世尊,那是什么?善现,那是不欺骗的法性,是涅槃,此法不是幻化的。如是三部经中一致宣说。这破除了认为二谛是有平等和无平等的观点。那么,如来所开示的空性,了义经部的差别,从何处将众生、人、士夫诠释出来?一切法皆是不了义之义。

The necessity of speaking this Dharma, all that is explained, although it is considered to be provisional meaning, all Dharma, for the sake of taming sentient beings, turns into provisional meaning. Nagarjuna and the brothers Asanga, accomplished the intention of the three turnings of the wheel as one. In the first turning of the wheel, what is said about conventional truth is also said as it appears. Regarding the meaning of examining reality, it is not explained as truly established, so there is no false word in it. In the middle, all the phenomena of samsara and nirvana are prohibited, but all conventional things, such as the Tathagatagarbha, are not said to be either existent or non-existent, and there is no examination. Therefore, the final meaning of these two is not contradictory. However, at first, conventional truth is mainly taught, in the middle, a small part of definitive meaning is explained, and finally, the definitive meaning of ultimate truth is fully explained. Like the medicine for a sick person, and the example of learning letters, this is its intention, and there are contradictions in others. If at first it is said that all dharmas are self-established, then it will be internally contradictory to the Sutras of Katyayana's precepts. If in the middle, the ultimate reality, the Dharmadhatu, etc. are prohibited, then it will be internally contradictory to Maitreya's questions, etc. Thus, the way of teaching the three turnings of the wheel is also examined. ༄། །Analysis based on definitive and provisional meanings. Furthermore, in the chapter on the immutability of Dharma-nature, it is said: Subhuti, thus, all dharmas are illusions, some of which are illusions of Sravakas, some are illusions of Pratyekabuddhas, some are illusions of Bodhisattvas, some are illusions of Tathagatas, some are illusions of afflictions, and some are illusions of dharmas. Subhuti, by these names, all dharmas are like illusions. It is said. Question: What is the Dharma that is not an illusion? Answer: Subhuti, whatever has no birth and no cessation is not an illusion. Question: World Honored One, what is that? Subhuti, that is the non-deceptive Dharma-nature, Nirvana, this Dharma is not an illusion. Thus, it is consistently declared in the three Sutras. This refutes the view that the two truths are equal in existence and equal in non-existence. Then, as the emptiness taught by the Sugata, the difference between the definitive Sutras, from where are sentient beings, persons, and individuals explained? All dharmas are the meaning of provisional.
