This is called the 'Hook Secret Mudra' (Iti nama ankusha-mudra), capable of accomplishing the act of subjugation and summoning (Shaknoti sadhana vashikaranam ahvanam). The mantra is: Namo samanta buddhanam ah sarva tathagatagakusha bodhicittotpada paripooraka svaha. Next, offer Argha (Argha: Sanskrit term for pure water).
