Seeing that they lacked the effort to properly uphold the sacred Dharma, Rongzom Chökyi Zangpo gathered his own samaya disciples in the Nanglung Rong region. He also established supports for the Three Jewels and some practice places. First, he made the essential regulations for the householder mantra practitioners. Therefore, the householder mantra practitioners, abiding in the common five training precepts, abandon the four major root downfalls that are the gateway to both the Paramita path and the Secret Mantra path. Abandoning the four uncommon root downfalls of the Secret Mantra Vajrayana, in order to diligently abide in samaya, it is not permitted for anyone not to abide in them. Among these, the five training precepts taught in the Mahayana are: abandoning killing, abandoning taking what is not given, abandoning sexual misconduct, abandoning false speech, and abandoning wrong views. It is best if one can practice celibacy and become a fully ordained upasaka. If one cannot do these, it is also stipulated to abide in the position of an upasaka who observes some precepts. Among these, regarding the four root transgressions, the very essence of abandoning killing and taking what is not given is stipulated to be abandoned. The branches are stipulated to be avoided. 应当进入坛城,勤奋地进行念诵和禅修。这是为了救护那些(众生)而做的,如果不是为了自己的欲望而扰乱他人,则不应加以阻拦。对于明知故犯的谎言,不应深究。即使没有亲身经历,但对于诽谤圣法,以及声称见到神灵和鬼怪的行为,一般都应禁止。此外,对于伤害众生的谎言,应尽力守护。为了舍弃邪见,应依止大乘的善知识。其中,大乘共同的根本堕罪有四种:舍弃圣法,舍弃菩提心,吝啬,以及伤害众生。与此相反,为了受持圣法,不舍弃菩提心,减少吝啬和害心的种子,应制定戒律。其中,受持圣法具有四个条件,如果其中一个条件缺失,则圣法就会衰败。这四个条件是什么呢?例如,即使有僧人和经书,但如果证悟不依赖于自己的相续,并且不努力修行,那么这也属于佛法衰败的情况。即使有这样的努力,但不守护戒律和誓言,这也属于佛法衰败的情况。如果佛法的势力衰微或不存在,这也属于佛法衰败的情况。对于圣法和修行者,如果外道不尊重,也不加以衡量,这也属于佛法衰败的情况。为了扭转这些情况并受持佛法,首先,无论修行者受到世俗事务的压迫,还是住在寺庙里,即使他们没有从善知识那里获得教导,没有研究深奥的经书,也没有兴趣为他人讲解,也应努力在自己的相续中生起证悟。之后,为了守护誓言的戒律,应努力遵守下面将要提到的誓言戒律,如守护八种屏障等。之后,为了稍微恢复和保护衰败的圣法势力,在听闻和讲授佛法时,通常应供养上师,并特别制定戒律来满足上师的细微需求。

One should enter the mandala and diligently engage in recitation and meditation. This is done to protect those (beings), and if it is not to disturb others for one's own desires, then one should not be hindered. For lies spoken knowingly, one should not delve deeply. Even if one has not personally experienced it, generally, one should prohibit the defamation of the holy Dharma and claims of seeing deities and spirits. Furthermore, one should protect as much as possible against lies that harm sentient beings. In order to abandon wrong views, one should rely on a Mahayana spiritual friend. Among these, the four common root downfalls of Mahayana are: abandoning the holy Dharma, abandoning the mind of enlightenment, being stingy, and harming sentient beings. Conversely, in order to uphold the holy Dharma, not abandon the mind of enlightenment, and reduce the seeds of stinginess and harmful intent, one should establish vows. Among these, upholding the holy Dharma has four conditions, and if one of these conditions is lacking, then the holy Dharma will decline. What are these four? For example, even if there are monks and scriptures, if realization does not rely on one's own continuum and one does not make effort in practice, then this belongs to the decline of the Dharma. Even if there is such effort, if one does not abide by vows and commitments, then this also belongs to the decline of the Dharma. If the power of the Dharma is weak or non-existent, then this also belongs to the decline of the Dharma. If outsiders do not respect the holy Dharma and practitioners, nor measure them, then this also belongs to the decline of the Dharma. In order to reverse these situations and uphold the Dharma, first, whether practitioners are oppressed by worldly affairs or reside in monasteries, even if they have not received teachings from a spiritual friend, have not studied profound scriptures, and have no interest in explaining them to others, they should strive to generate realization in their own continuum. After that, in order to abide by the vows of commitment, one should diligently observe the vows of commitment mentioned below, such as guarding the eight barriers. After that, in order to slightly restore and protect the declining power of the holy Dharma, when listening to and teaching the Dharma, one should generally offer to the teacher and especially establish vows to fulfill the teacher's minor needs.
