Oṃ ho! Recite as appropriate. Then offer the torma. Visualize the letters of the right-turning wheel and the deity as inseparable, with rays of light, emanated messengers, and the sound of mantras, urging all the nāgas and earth lords. Visualize them gathering great clouds and causing great rain, a great rain that can shake the Jambudvipa. From these, radiate light, and from the northwest corner of the summit of Mount Meru, invoke and dissolve the wisdom wind deity. Then, visualize that in the place where the lotus closes, Shakyamuni Buddha resides surrounded by eight Shravakas, and visualize that the wind deity is suppressed. If the wind is strong, draw on paper a blue wind deity riding a deer and holding a banner. In its heart, write yaṃ, surrounded by "Wind Deity, Invoke, Suppress." Around the image, write the mantra for suppressing the wind, and below it, write the yaksha holding hands, "Invoke, Suppress." Place it face up in a triangular pit dug in the northwest corner of the ritual ground. Visualize that from emptiness arises a blue-green wind deity riding a deer, holding a banner at its heart, and visualize yaṃ at its heart. With the light of the seed syllable in your own heart, invoke and dissolve the seven wind deity retinue. Place a small torma at its base, bless it as nectar with oṃ āḥ hūṃ, and offer it with akāro. Cover it with a cloth on which is drawn a crossed vajra. Suppress it with a tsatsa or a vajra-blessed object. When necessary, recite the mantra for suppressing the wind that is in the text. Alternatively, fill a new clay pot with water and place a sharp knife on top of it.

Cross your fists and show your teeth in the direction the wind is coming from, visualizing that these two fists are cutting off the legs of a deer. Recite: Om Ti Ti Ti La Nan. Char Ya Chur Ya Nan. Vayu Satambhaya Nan. If the wind is very strong, press down on each of the wind god images in the four directions and visualize as above, and recite the mantra as much as possible. If it is very difficult to rain, then perform the fierce wheel method according to the instructions. Visualize yourself as Vajrapani or the Yidam deity, Above the crown of your head is Thubpa (Shakyamuni Buddha), and above that is a ten-spoked iron wheel, on which is a blazing black wisdom Garuda, holding a vajra in its right hand and offering the dragon demon to its mouth in its left hand. On the right shoulder is a blue Garuda, holding a sword in its right hand and offering a frog in its left hand. On the left shoulder is a red Garuda, holding a curved knife in its right hand and offering a snake in its left hand. On the right knee is a yellow Garuda, holding a vajra in its right hand and offering a fish in its left hand. On the left knee is a white Garuda, holding an iron hook in its right hand and offering a snail in its left hand. Visualize in this way. Then, as before, visualize the generation stage, and recite: Om Vajra Chanda Maha Roshana Hum Phet. By doing this, the best case is that it will rain that night, the medium case is three days, and the worst case is that it will definitely rain within five days. After it rains, offer prayers to the Three Jewels in gratitude, and offer tormas to the Eight Classes of Protectors, the Naga gods, Yakshas, and wind gods. Visualize that the Naga gods and wind gods are even more radiant than before as they merge into the image, and visualize them returning to their respective abodes. Place the image of the Naga god in the spring. Hold the wheel and the wind god image yourself, remove the bamboo joints, and pour Naga medicine into the space. Then dedicate the merit. Gather together the scattered rain-making instructions, and confess any mistakes separately. May the merit cause the crops to flourish. The instructions and oral instructions of the Chinese rain-making scripture, compiled into a practice manual by Orgyen Padmasambhava, are complete.
