There are no two or three, etc., as taught by other doctrines. What is that? It is the unsurpassed, unequaled vehicle of the Buddha. Here, there are two vehicles: the vehicle of the path by which one travels, and the vehicle of the result to be traveled. Among these, the first is what removes the obstacles to attaining the result—the stains. And it is not many, because one cannot remove stains without realizing suchness, and there is no differentiation in suchness. The second is the wisdom that directly realizes the nature of phenomena, which is free from all stains. And there is no difference in that, because there is no differentiation in the realm of phenomena. Therefore, the vehicle of cause and the vehicle of result are one. Although the vehicle is one, how does it become the vehicle of the Buddha? For example, just as there are differences of fast, slow, and very slow among the three vehicles of livestock, horses, and elephants, but there is no difference in traveling to the same city to be traveled, similarly, there is no difference in the three vehicles of Śrāvakas, Pratyekabuddhas, and Bodhisattvas traveling to the city of non-abiding Nirvāṇa. However, there are differences of fast, slow, and very slow due to differences in faculties and methods. In that case, how is it explained that those who are practitioners of the Śrāvaka and Pratyekabuddha vehicles are obstacles to attaining unsurpassed Bodhi? For those who are practitioners of the Śrāvaka and Pratyekabuddha vehicles, if they have not tamed their minds with the path of the inferior vehicle, they do not have the power to generate the mind directed towards unsurpassed Bodhi. Therefore, they are first led to the Bodhi of Śrāvakas and Pratyekabuddhas, and then gradually attain unsurpassed Bodhi. Therefore, in relation to such individuals, the two inferior vehicles are also methods for attaining Buddhahood, so they are established as the vehicle of the Buddha. However, if Bodhisattvas practice the path of Śrāvakas and Pratyekabuddhas, it will take a long time to attain unsurpassed Bodhi. Therefore, the paths of Śrāvakas and Pratyekabuddhas are said to be obstacles to Bodhi. If the Nirvāṇa to be traveled is only the state of the Buddha, how is it explained that the vehicles of Śrāvakas and Pratyekabuddhas also lead to Nirvāṇa? This is intentional, like this: Because for the traveler, there are defilements that cause faults,

Because the world will not enter the profound realm of the Buddha's activity, the Sugata possesses wisdom, compassion, and skillful means, and you have promised to liberate all beings. Because for those who are to be tamed, there are obstacles that hinder their faith in the unsurpassed wisdom of the Buddha, such as attachment, which generates many faults, and the causes of many evils, namely, beings, times, afflictions, views, and the dregs of life. Therefore, the world will not initially enter the profound and immeasurable wisdom of the Buddha. The Sugatas also do not abandon the benefit of beings merely because they see that beings are not vessels, because the Bhagavan possesses wisdom and compassion to tame those who are to be tamed in other ways. In the past, while practicing the conduct of a Bodhisattva, he promised to liberate all beings, and the promise must also be fulfilled in other ways without fail. Because beings have many obstacles to entering the Great Vehicle, and the world must be placed in Nirvana without fail. Therefore, just as a wise man arranges a delightful city to relieve the fatigue of a caravan setting out for a treasure island. This vehicle of yours is to make the minds of the disciples inclined to the state of peaceful Nirvana, and is spoken separately to those who are secluded and cultivate wisdom. For example, just as a captain skilled in means arranges and builds a delightful city along the way to relieve the fatigue of merchants traveling to a treasure island, allowing the merchants to rest there. Afterwards, he leads them back to the treasure island. Similarly, the Bhagavan, in order to lead beings who are weary from the long path of samsara to the state of Buddhahood, has arranged the Hearer and Solitary Realizer vehicles on this side of the Great Vehicle, first making the minds of disciples with the Hearer and Solitary Realizer lineage inclined to the state of peaceful Nirvana, and the wilderness of samsara.
