The number of such creations is not even equal to the number of atoms in the entire world. This is praising the Bhagavan through possessing excellent, uncommon qualities. Third, praising through the perfection of qualities, wherein the chief of qualities, the ten powers, are explained, and it is shown to transcend the expression of ordinary qualities. First, in two parts. Briefly stating: The power of knowing what is and is not the case; likewise, knowing the maturation of actions; understanding various inclinations; and the power of knowing various realms; knowing the superior and inferior faculties; knowing and knowing all that goes with it; knowing meditative absorption, liberation, concentration, and equanimity, etc.; knowing past lives and knowing death and birth; knowing the exhaustion of all defilements; these are the ten powers. Second, elaborating, in ten parts. First, the power of knowing what is and is not the case: From what cause what is certain to arise, that is said by those who know to be the case. The opposite of what is said is not the case; the unobstructed knowledge of limitless knowable things is said to be power. From what cause of virtue and non-virtue does what desirable and undesirable result arise, that is the case. The opposite of what is said, that is, from virtue arises the undesirable, and from non-virtue arises the desirable, etc., that is not the case. Therefore, the concentration and wisdom that engage without obstruction in such limitless knowable things is said to be the power of knowing what is and is not the case. Second, the power of knowing the maturation of actions: Desirable and undesirable, and the opposite of that, and defiled and undefiled, actions and their maturation are extremely diverse; the knowledge that penetrates this without obstruction, that sees all that is knowable in the three times, is considered power. What action is now desirable and pleasing, but in the future produces undesirable maturation; and the opposite of that, now undesirable, but in the future produces desirable maturation; and the undefiled action that exhausts defiled actions; and the maturation of those, which is extremely diverse, encompassed by the three times.

The power of knowing the ripening of karma is considered to be the ability to fully know all the natures and differences of the realms of all sentient beings, thereby making wisdom pervade all knowable things, and to apply it separately to anything without hindrance. Third, the power of knowing various intentions is: The intention of the power of arising of desire, etc., is extremely diverse, with differences such as inferior, medium, and superior. Knowing even the intentions obscured by others, pervading all sentient beings of the three times, is called power. Desires such as attachment and, virtues such as faith, the intention or desire held by the power of the seed from which they arise, is extremely diverse, with differences such as inferior, medium, and most excellent, and, in addition to that, the intention obscured by the universally practiced Dharma, also fully knowing its own nature and differences, etc., thereby the wisdom that pervades all sentient beings of the three times, without any hindrance to anything, is called the power of knowing various intentions. Fourth, the power of knowing various realms is: The differences of the Buddha-realm spoken of by the wise are, the nature of the eyes, etc., themselves are called realms. The wisdom of the perfect Buddhas is infinite, and they can enter into all the differences of the realms, which is considered to be power. The nature of the realms of the eyes, etc., that is, the differences or various classifications of the characteristics such as inner emptiness, etc., the wisdom of the Buddhas enters infinitely and without hindrance, which is considered to be the power of knowing various realms. Fifth, the power of knowing superior and non-superior faculties is: The most acute of universal discrimination, etc., is superior, and the states of medium and dull are called non-superior, the ability of the eyes, etc., to accomplish each other, fully knowing, without attachment, is considered to be power. Because of the ability to freely generate desires, etc., universal discrimination is the faculty of universal defilement, and because of the ability to freely generate purification, faith, etc., are the faculties of purification. The most acute of these is superior, and the states of inferior and medium are called non-superior.
