Regarding this, Acharya Gunaprabha said, "The Kashmiris believe that when a downfall occurs, it is like a debt, there are two." This is his view. If a downfall occurs, making offerings at the time of regret is of no help. Even if offered at that time, the precepts will not arise. No scripture says this. For a monk with precepts, there is no need to retake the precepts. According to the Sautrantika school, he has not committed a downfall. According to the Kashmiri school, even if an undeniable downfall has occurred, but through the ritual of precepts and maintaining conduct in another place, if one attains Arhatship, then one naturally obtains abiding. Nowadays, some say that four monks can form a Sangha, based on lineage and flower garlands, but this is unreasonable. This is not the view of the flower garland. When the vows arise, they generate fundamental downfalls, and before that, minor preparatory offenses occur, but because of the blessing similar to the downfall, it does not obstruct the performer. It is better to perform without a preceptor than to perform with both a preceptor and an Acharya. If a preceptor and an Acharya perform together, it is self-created because it is not mentioned anywhere. The scriptures say that it is permissible even without a preceptor. The measure of the value of unreturned compensation is said to be four karshapanas. The value of karshapanas varies depending on time and place, and it is very difficult because there is no term for the value of karshapanas in Tibet. However, in the basis of the story, twelve mashakas are said to be the smallest measure of the value of a karshapana. A mashaka is six Tibetan gold coins, so if half a gold sho is used as the measure nowadays, I don't think there will be an error of excessive value. The ancients said that with a good alms round, etc., there is no meaning whatsoever. Even without a bhikshuni, it is permissible to grant full ordination to women with the ritual of a bhikshu, which is not mentioned in either the scriptures or the commentaries, nor is it mentioned that it would cause an offense. The former ritual was to grant novice and full ordination in one go through four karmas without a preceptor and an Acharya, while the current ritual is to grant it gradually with a preceptor and an Acharya.
