Furthermore, many scriptures such as the Vinaya Pitaka were translated by the wisdom of the Chinese Pandit Heshang Mahayana, through the translators Vairochana and Ba Sangshi. Therefore, the measure of Dharma and individuals can only be grasped by the Omniscient One, as stated in the Ratnakuta Sutra: "Only I or one like me can measure the Dharma and individuals, others cannot, for they will fall into wrong views." The true Dharma, which is the Buddha's teaching, should not be thought of as existing in the past but not now, for it constantly arises according to the inclinations of beings. It is possible that he may clarify sutras and tantras that were not heard of in the past, so one should not slander them. Whatever Dharma leads to the path of liberation and teaches the abandonment of samsara, all of that should be regarded as the Buddha's scriptural authority. As stated in the Uttaratantra: "In the three realms, whatever speech eliminates afflictions, whatever makes known the qualities of peace, that is the speech of a sage, otherwise it is the opposite." This has been established. The Buddha always abides, benefiting beings to be tamed. The words of blessing may also arise from mountains, trees, lotuses, wish-fulfilling trees, men, women, boys, girls, birds, and wild animals, the sounds of the categories of Dharma, so one should not wrongly think that it existed in the past but not now, because blessings may appear. Therefore, it is acceptable to hold as sacred and make into a yidam whatever one trusts, but one should never slander others. Regarding the origin of the Nyingma tantras, some accounts say that Vajrapani empowered King Ja in the Zahor region, on Mount Malaya, and rained down a rain of texts, making them appear in the human realm. Among them are the Compendium of the Intentions of All Buddhas, and many tantras such as the Guhyagarbha Tantra appeared. Just as the Gongpa Lungten says: "In the southeastern direction of Jambudvipa, the fortunate great net of beings, Vajrapani will teach to the king named Ja." The Vajra Subterranean Tantra says: "Applying the cause to the law of the cause, after revolving like a wheel, the proximate path of the fruition vehicle will arise in the future."

It also agrees with what was said. If it is said that what appeared in the past were all fabricated, then what was used as the basis? If that were the case, then those that appear later would become fabricated, because the meaning does not exceed the previous ones. It is only that the words are slightly different, or there are some additions or subtractions. Therefore, these great tantras of the new and old, many great accomplished masters have appeared, and the lineage of empowerment and blessings has not been interrupted, so it is completely correct. Those masters have made many explanations and instructions, so they should be trusted. Moreover, in India there is only the name "Secret Mantra," there is no distinction such as "This is the new school, this is the old school," but in Tibet, they are famous separately because of the order of translation. From the time when Vairocana and others translated during the early propagation period of the king and ministers, up to the tantras translated by Paṇḍita Smṛti, they are considered the Old School. The tantras translated after the translator Rinchen Zangpo are known as the New School. The difference between these two, such as the ease or difficulty of understanding, and the measurement of the magnitude of the dharmadhatu, is like the size of the waves. The previous translators were emanations of the Buddha, so they were able to translate freely, therefore they appear to have great waves. The later translators were scholars who appeared in the manner of ordinary people, so the words are strict and difficult to understand. They only translated according to the order of the words in the Sanskrit original, and were not able to translate the meaning, so that is how it happened. From the 'Treasury of Precious Tenets, Which Clarifies the Meaning of All Vehicles,' the fifth chapter, which is the chapter on explaining the meaning of Secret Mantra, is complete. Fifth Chapter: Chapter on Arguing the Meaning of Secret Mantra.
