General Topic Three: How the Precious Doctrine Flourished in India has two aspects: the Vehicle of Characteristics and Causes, and the Vehicle of Secret Mantras and Results. The Vehicle of Characteristics and Causes has three parts: how the Arhats with the Eye of Dharma compiled the teachings; how the wise Panditas composed treatises; and distinguishing between the higher and lower vehicles and explaining their differences. First, how the Arhats with the Eye of Dharma compiled the teachings. First, the method of compiling the teachings is as follows: The term "teaching" (bka') means that it is not inferior to anything above it, and it is high and sacred. Because the Buddha clearly and openly spoke to the retinue, it is called "teaching." Because it was spoken by a great person, it is called "teaching." It was indeed spoken by a great person. There are three types of teachings: teachings spoken from the mouth, teachings of permission, and teachings of blessing. First, the teachings spoken from the mouth are like compilations or recitations of names. The teachings of permission are like when the Buddha was about to pass into complete Nirvana, and Ananda asked four questions, and at the time of compiling the teachings, the beginning was "Thus have I heard at one time," the middle was the questions and answers, and the end was writing down the approval. There are three types of teachings of blessing: blessings of body, speech, and mind. Among them, the teachings of blessing of the body are like when the Buddha placed his hand on the crown of the Bodhisattva Vajragarbha, and he was able to explain the Sutra of Liberation Moon and the Ten Bhumis. The blessing of speech is when the Buddha said, "Subhuti, you should be courageous from the Perfection of Wisdom," and he was able to explain it. Or, to be specific, when the Buddha said to Maudgalyayana's son, "Tell the lineage of the Shakyas," and he was able to explain the Sutra of Manifestation. The blessing of the mind is when the Tathagata entered into Samadhi and blessed Avalokiteshvara to be the speaker and Shariputra to be the listener, and then they explained the Heart Sutra.

Thus, at the time of the Teacher's passing into Nirvana, the Tripitaka was compiled, but there were no texts or written words at that time. Instead, the Dharma of the Mahayana was taught through blessings. Then, at the time of passing into Nirvana, the Teacher summoned Ananda and said: Ananda, after I pass into Nirvana, be sure to compile all the Dharma into the Tripitaka. So, why did the Teacher say this to Ananda? Because Ananda was the foremost attendant who upheld the precepts and had great learning. When the Buddha was fifty years old, he wanted an attendant, and Maudgalyayana and others requested to serve as attendants, but the Buddha did not grant it. Instead, he looked at Ananda with his eyes. Then, everyone made Ananda the attendant. Ananda refused, but could not resist the pleas of the people, and finally agreed to three conditions: not to eat leftover food, not to wear leftover clothes, and to answer all questions. Ananda served as an attendant for twenty-two years. It tells the way the first council was conducted, and the way of distinguishing and especially collecting from it. There are three ways of collecting the scriptures, and the first collection is: Because the Buddha has passed away, the first collection of scriptures was held. Where to collect? After discussion, some people said that it should be done in the supreme place. Because that was the place where the Buddha had previously passed away, if people who did not know the situation heard this history, they would feel sad, upset, and unhappy. Others said that it should be done in the pleasant land of Chana (梵文:Chanā,梵文罗马拟音:Chanā,汉语字面意思:扎纳) in Bodh Gaya. Because that is the place where the Teacher attained the Dharmakaya and is an auspicious place, it should be done there. Others said that it could be done in the King's Secret Cave, because that is a suitable place. There, both those with and without owners thought so.
