Through the great power of keen intelligence, one will be able to penetrate all that is knowable. Actions performed with bodily skill are accomplished through the great power of agility. Through the great power of a maddened elephant, one engages in the indiscriminating, ignorant actions. Through the fierce power of a leaping tiger, one accomplishes the work of great courage and valor. Through the great power of a soaring Garuda, one cuts through the waves of external views. Through the great power of a fierce bear, one accomplishes work without expectation. Through the great power of a golden ocean, one makes the mind harmonious, unwavering, and steadfast. Through the great power of being like a mute, one possesses wisdom as if in delusion. Through the great power of being like Mount Meru, one makes it unchanging and utterly stable. Through the great power of being like the sky, one becomes free from all vastness and narrowness. Through the great power of a vajra tongue, one engages in violent actions. Through the great power of Vajrapani, one engages in magical powers and strength. Through the great power of a crow, one abandons feelings and sexual desire. Through the great power of an elephant entering water, one certainly generates pride. Through the great power of a lion, one abandons bad friends and so forth. Through the gentle power of a bird, one associates, becomes attached, and finds happiness. Through the great power of an illusory ocean, one accomplishes the work of skillful means. Through the great power of a jackal's tongue, one eats without regard for cleanliness. The fox that eats, changing its behavior without beginning, strives to kill without beginning. Through the great power of a pig, one acts without regard for cleanliness. Through the great power of lightning in the sky, one strives for speed and so forth. Through the great power of being like a Garuda, one acts with caution towards all. Through the great power of a king enjoying the wheel, one enjoys a stable land and possesses the wheel. In the Sutra, it says: The practice of combining means and wisdom is acting in accordance with those who hold wrong views, in order to subdue them. Twenty-three powers of transmission are explained. "Brave, fierce eater, violent and wrathful" means: Just as a tiger is brave and fierce when aiming at its prey, and its mind is full of violence and wrath, similarly, with the steadfast power of samadhi realizing the nature of reality, one possesses brave and fierce strength. With the steadfast power of conduct, in order to liberate the ten realms, one subdues Rudra and elevates him to a higher state in a manner that is compatible with the beings to be tamed, in the form of a fierce eater, violent, and wrathful. "Soaring Garuda, not looking at anything" means: Just as a Garuda soaring in the sky effortlessly cuts through the air currents and sees everything clearly without looking, similarly, by determining the inseparability of the wisdom of the sphere of reality through view, one achieves effortless conduct. "Fierce great bear, frightening" means: Just as a bear, when aiming at something, makes it fearful and tears it apart without reliance or doubt, a yogi, possessing confidence in view and conduct, cuts through doubt, thereby possessing the steadfast power to accomplish any fierce action. "Able to keep secrets, irreversible gold of the ocean" means: Just as gold at the bottom of the ocean can keep profound secrets and is unwavering in its practice, this is a steadfast power. "Mind like darkness, dumb" means: Just as a dumb, ignorant person cannot distinguish mantras, mudras, tones, etc., similarly, with equanimity that does not differentiate between samsara and nirvana, the wisdom that realizes selflessness is perfected, which is a steadfast power. "Mount Meru, unchangeable and greatly stable" means: Just as Mount Meru is immovable, faith and respect for the lama and friends do not change, and the steadfast power of relying on antidotes prevents samadhi from being disturbed by sinking or excitement.

It is said that, just as an elephant enters the water without fear and cuts off all the waves, etc., the view and conduct of the great self, with confident pride, practices without acceptance or rejection, or the four actions do not choose the beings to be tamed, this is the conduct. The unparalleled lion is majestic alone. It is said that, just as a lion lives alone, abandoning bad friends who do not agree with the view and conduct, and living alone in a secluded place to cultivate the view and meditation, this is his conduct. Associate with affection like a soft bird. It is said that, just as male and female geese are inseparable and always accompany each other in happiness, with compassion for all sentient beings, the means of placing them in the happiness of liberation and constantly accompanying them without separation, this is the conduct. Illusion bewildering illusion. It is said that, like the illusion created by a magician, the aggregates, elements, and sources are originally the mandala of the victorious ones, like an illusion, and thus practicing and teaching with view and meditation is the conduct of skillful bewilderment. Conduct that is non-discriminating in anything. It is said that, just as a pig eats everything without distinguishing between clean and unclean, for the five meats and five ambrosias, without acceptance or rejection, practicing equally, this is the conduct. It is said that, just as a jackal likes to kill without obstruction, through the compassion of familiarizing with view and conduct, without obstruction, killing the wrong thoughts of those with wrong views and placing the consciousness in the uncontaminated.
