All the retinues also, having given the mantra to the disciple, thereafter the guru bestows this tantra, please descend into the mandala of empowerment. By the method of establishing the tantra for performing great accomplishment, it fully demonstrates all the rituals of the mandala without omission. Separating the arrangement of the great mandala in order, from what was taught by the great powerful Vajrapani himself, the general ritual of all mandalas, the secret general tantra is complete.
