The statement "increase and run" is not found in the system of the Vinaya and Abhidhamma. Those actions will not be accomplished unless all the Sangha members within the boundary are assembled. If the conditions for complete assembly, such as illness, are not met, it is taught that it is accomplished by taking the consent of those who have not assembled. Therefore, the activity of the Blessed One's Shravakas is the Sangha that proclaims to the retinue for the sake of attaining the fruit, with few thoughts and intentions. Therefore, there is nothing more important than fully training in what has been learned. Since there is no activity more important than the Uposatha, censure, etc., what activity does the Sangha initially have for the purpose of censuring non-assembly? Those who, merely by the words they speak, turn away from what should be abandoned and do not transgress the limits of what has been learned, are like good horses of men (13a), and will surely be like crossing over the battlefield of afflictions on the other shore. The fault of not cultivating is that those who, like non-Buddhists, do not have this restraint, and will never desire discipline, are disturbed by the battlefield of afflictions, and because they are separated from the discipline of placing the training of mind and wisdom, they will wander around in samsara. Now, just reciting the sutra itself, there are requests, introductions, defeats, remainders, uncertainties, and sequential recitations. First, the request: Venerable Sangha, please listen. Today is the fourteenth or fifteenth Uposatha of the Sangha. If the Sangha thinks it is time and allows it, please allow the Sangha. Today the Sangha is performing the Uposatha and reciting the Pratimoksha Sutra. This is the request. When reciting the introduction, the first is to state the introduction and give permission: calling "Venerable Ones" in a pleasant voice, and then saying "I," the Sangha harmoniously performs the Uposatha, reciting the Pratimoksha Sutra, proceeding in an upright manner, thereby avoiding causes and contradictions.
