Those are not inferior. Maitreya asked: O Bhagavan, please explain the meaning of each word to us with compassion. The Bhagavan said: All thorough explanations are explained with hidden meaning. For example, not desire, not without desire, not clinging to the middle, etc., these Vajra words are explained with hidden meaning. Without body, without speech, without mind, without self, all is emptiness, pure and luminous, etc., these Vajra words are not explained with hidden meaning. Camphor, great blood, red sandalwood, vajra, lotus, and mudra, etc., these Vajra words are straightforward meanings. Camphor is semen, great blood is menstrual blood, red sandalwood is red sandalwood mixed with semen. Vajra is a symbol, a means. Lotus is bhaga (梵文，天城体：भग，梵文罗马拟音：bhaga，汉语字面意思：female genitalia), is wisdom, mudra is a consort, etc., these Vajra words are definite meanings. In the Two Tantras, the Conduct Tantras, and the Action Tantras, the meanings clearly stated are literal meanings. For example, the joyful wheel, offerings, torma, medicine, and pacification, etc., these collections of actions, and the eight great worldly achievements, are literal meanings, which are explained by the meaning of the words. Koṭākhya, Koṭāva, Koṭā, Koṭāvaśca, Koṭīrāgā, Koka Byā, Kolava, Kolavaśca, Kolastatha. These speak of the senses and objects. Such Vajra words are not explained by literal meaning. The Great Bodhisattva asked: O Bhagavan, what are the measures of the Yoga Tantra, the Two Tantras, the Conduct Tantra, the Action Tantra, and the Discrimination Tantra? The Bhagavan said: The names of the Great Yoga Tantra are twelve thousand, and if expanded in detail, they are countless. The Two Tantras have six thousand. The Conduct Tantra has eight thousand. The Action Tantra has four thousand. The Discrimination Tantra has four thousand. These total thirty-four thousand.

Various vast actions of deeds, examining well the characteristics of the mudra of the action tantra, that which is to be accomplished and, That which is to be accomplished resides in the Action Tantra. Visualizing fear and making it extremely pure, And without the supreme bliss of the Wisdom Sattva, And without self-deity pride and not a wonderful field of action, Examining well with the thought of the cause of faults, that which is to be accomplished resides in the Action Tantra of deeds.
