The merit obtained is even less than that of a Pratyekabuddha. However, it can also liberate beings. Ananda, although a Chakravartin king is not liberated from the afflictions of the three realms, by the power of merit, he rules over the four continents. He governs sentient beings with the ten virtuous actions, and therefore is respected by sentient beings. Therefore, if the fourfold assembly builds a stupa and makes offerings, they will obtain immeasurable merit. Ananda then asked: World Honored One, after the Buddha's Nirvana, where should we, the fourfold assembly, cremate the Tathagata's body in order to obtain the Tathagata's relics? Please, World Honored One, instruct us. The World Honored One said to Ananda: After the Buddha's Nirvana, if the fourfold assembly cremates my body inside the city of Kushinagar, then the people of that city will suffer the king's punishment and endless disputes, and not everyone will be able to equally obtain merit. Ananda, if the fourfold assembly cremates my body outside the city, then the people of the world will equally obtain merit. Ananda asked: World Honored One, after the Buddha's Nirvana and cremation, the fourfold assembly collects the relics, places them in a precious vase, and then builds a stupa with the seven precious substances. Where should it be built so that everyone will generate joyful minds and make offerings? Please, World Honored One, instruct us. The World Honored One said to Ananda: After the Buddha's Nirvana and cremation, the fourfold assembly collects the relics, places them in a vase of seven precious substances, and then builds the stupa at the crossroads in the city of Kushinagar. The stupa should have thirteen tiers, with a wheel, adorned and decorated with various jewels, and extremely adorned with the meaning that all in the world should revere it. The pavilions on the four sides should also be made of the seven precious substances, and all places should be fully adorned with decorations. The stupa should have one level and one door on each of the four sides, and the windows should face directly downwards. Place the precious vase inside, and the fourfold assembly should make offerings. Ananda, the stupa of a Pratyekabuddha...

It should be adorned with eleven tiers and various kinds of jewels. Joyful one, the stupa of an Arhat has four tiers, and it is also adorned with various kinds of jewels. Joyful one, the stupa of a Chakravartin king is also made of seven kinds of jewels, but it does not have tiers. Why is that? Because he has not been liberated from the suffering of the three realms of existence. At that time, Inexhaustible (a Bodhisattva's name) asked the Blessed One, "After the Buddha passes into Nirvana and is cremated, how should the gods, humans, and the fourfold assembly divide the relics of the Thus-Gone One so that everyone can make offerings?" At that time, the Blessed One said to Inexhaustible, "After I pass into Nirvana, the gods, humans, and others should collect the relics of the Buddha, and with an extremely equal mind, distribute the relics equally to all beings of the three realms and six destinies, so that they can all make offerings." Thus it was said. In other immaculate scriptures, it is also said that all the holy objects such as the Buddhas are extremely rare and are the source of merit, and are supreme holy objects, therefore, their representations (body, speech, and mind) are also the same. The benefits of acting upon them are immense and immeasurable, but I have not written them here in order to dispel the fear of those who do not like many words. For those who like vastness, they should abandon sectarian bias and the mind of contentment with little, and engage in writing, reading, and so on, of the immaculate Tripitaka of Sutra, Vinaya, and Abhidharma, and their particularly excellent commentaries, and spend their time with Dharma activities such as hearing, thinking, meditating, and practicing, benefiting the Dharma and all sentient beings. If one can make the enjoyment of body, speech, and mind, and all things such as the external four elements, meaningful, then the ultimate aspiration will become the best. The Sugata's essence pervades all, Like the realm of space pervades all. Through this supreme Dharma and such activities, May parents pervade all like space, In order to destroy the eighty-four thousand afflictions, In order to open up the eighty-four thousand Dharma doors, Having abandoned biased views, may we realize unbiased wisdom.
