Herein lies the Great Treatise on Elucidating the Meaning of the Fourth Council. Herein lies the Great Treatise on Elucidating the Meaning of the Fourth Council. om guru buddha bodhisattvebhyo namo namaḥ (藏文:ཨོཾ་གུ་རུ་བུདྡྷ་བོ་དྷི་སཏྭེ་བྷྱོ་ན་མོ་ན་མཿ,梵文天城体:ओṃ गुरु बुद्ध बोधिसत्त्वेभ्यो नमो नमः,梵文罗马拟音:oṃ guru buddha bodhisattvebhyo namo namaḥ,Literal meaning: Om, guru, buddha, bodhisattvas, homage, homage). The perfectly complete Buddha, the Bhagavan, the ultimate of pure self, great bliss, and permanence. Having respectfully prostrated to suchness, I shall thoroughly explain the distinctions of the four times. The four great times are the good and bad of the kalpa time. The four lesser times are the good and bad of the doctrine. The first year is four million, three hundred and twenty thousand, and one-tenth of that is said to be a "foot." It is said that the first and second, third and fourth feet are, in order, the time of strife, the time of two, the time of three, and the time of perfection. The four lesser times are the good and bad of the doctrine, which is twenty-one thousand six hundred years. One-fourth of that is the measure of each of the four times. The Dharma of the time of perfection, which is without fault and complete with qualities, is excellent. Then, one-fourth deteriorated is the upper part of the time of three. If half deteriorates, it becomes the lower part of the time of three. The remainder of three-fourths deteriorated is the time of two. If there is not even one-fourth, it is the time of strife. It is said to be the Dharma of the asuras, barbarians, and blacks. Having thoroughly understood the distinctions between them, those who wish to repair the doctrine, and those who wish to enter the path of goodness for themselves and others, should take the Dharma of the time of perfection as their supreme authority. The time of three is adulterated and has faults, and the scriptures that are adulterated like milk in the market cannot be taken as evidence anywhere. The higher harms the lower, just as the higher tenets harm the lower. The Dharma of the time of perfection is the immaculate teaching of the Victorious One, well-spoken by the lords of the ten bhumis and the great founders of the chariots, who possess excellent qualities without fault. According to its system, not everything is self-empty. Having well distinguished between self-emptiness and other-emptiness, all conventional truths are said to be self-empty, and all ultimate truths are said to be other-emptiness. Because there are two truths with two ways of truth, two ways of appearance and two ways of emptiness, and many ways of imputation and defamation, and contradictions and non-contradictions, faults and non-faults, and so on, and Dharma and Dharmata, conditioned and unconditioned, because the two great realms are proclaimed, therefore the nature of the two truths is one.

It does not exist, and its essence is not different, nor is it completely without difference, but it is a difference that negates the sameness of essence. In this regard, it is said that "the essence is that itself, and it cannot be said to be other." The same is true for Dharma and Dharmata, Samsara and Nirvana, extremes and the middle, temporary and innate, artificial and natural, husk and essence. Distinguish them with the three qualities complete, and speak of them differently. Except for being empty by their own essence, other-emptiness cannot understand emptiness. Therefore, the ultimate Dharmadhatu Tathagatagarbha, self-luminous, self-born, self-immutable, the ultimate Dharmakaya, the ultimate Prajnaparamita, the ultimate Madhyamaka, the ultimate Nirvana, the ultimate Mahabodhi, the ultimate Buddha, the ultimate Dharma, the ultimate Sangha, the ultimate deities and mantras, the ultimate tantras and mandalas, etc., whatever is said to be the ultimate of the profound nature, all of these are said to be self-emptiness. What is self-empty is the ultimate truth, Dharmadhatu Dharmata Tathagatagarbha, etc., which are considered to be the ultimate of the profound nature. Without dividing the two truths into two realms, whatever appears is considered the conventional truth, and emptiness is considered the ultimate truth. Since appearance and emptiness are of inseparable essence, it is said that the essence is the same but the emphasis is different. Without dividing Samsara and Nirvana into two realms, the appearing part is Samsara, and the empty part is Nirvana, Samsara and Nirvana are inseparable, and the meaning is also considered to be so. That which has contradictions and faults is the conventional truth, and that which has no contradictions and faults is the ultimate truth, without dividing the two into two realms in this way, whichever of appearance and emptiness is called the two truths. The realm of activity of speculators is Samsara, and the realm of activity of yogis is Nirvana, without dividing the two into two realms in this way, appearance and emptiness are considered to be the meaning of Samsara and Nirvana. If all appearances are conventional Samsara, then ultimate appearances will also become conventional Samsara. If all emptiness is ultimate Nirvana, then all self-emptiness will become ultimate Nirvana. If you admit it, then all suffering and arising will also become ultimate Nirvana. If you also admit that, then it will also become unpolluted, pure, autonomous, great bliss, permanent.
