The renunciates and Brahmins, as well as the wanderers, the naked ones, those who live everywhere, and so on, gathered together in a wondrous way, thinking that they should look at the various kinds of jewels such as gems, pearls, lapis lazuli, conch shells, coral, red pearls, musaraghava, indranila, and great sapphire. Then the king sat there distributing wealth. Those five hundred merchants also came to the king's presence, all wearing only one upper garment and remaining naked. The king said, 'Why has it become this situation?' The merchants said, 'The gods destroyed the ships, so it has become like this.' The king said, 'Who destroyed the ships?' The merchants said, 'It was the nagas living in the salty sea who destroyed them.' The king said, 'What should I do at this time?' The merchants said, 'Please search thoroughly for this god.' If you do not search, then no merchant will ever enter the great sea again. 'At that time, in that assembly, there was a monk named Wangpo (དབང་པོ།), who was very fortunate, and he was sitting not too far from the king. The king said to the venerable Wangpo, 'Teacher, how should I deal with this?' The venerable Wangpo said, 'Great king, write a letter on a copper plate and send it to the sea.' Soon, the king wrote a letter on the copper plate and said, 'Protect this land that adjoins the sea. The king is powerful, free from sorrow (མྱ་ངན་མེད།), with extremely strong and mighty power, whoever dwells in the sea taking wealth, those guys quickly, send them to my presence.' Having written the letter in this way, he threw the copper plate into the sea. Then, the nagas became displeased and threw it back from the sea to Jambudvipa. Then, the king's messenger took the copper plate and returned to Pataliputra (བ་ཏ་ལི་པུ་ཏྲ།), reporting the situation to the king. Then, King Ashoka (མྱ་ངན་མེད།) understood in his heart and lay down on the bed at night, thinking about how to deal with this matter. Do not grieve! The supreme of the three realms, offered by gods and humans, possessing strength and wealth, having the banner of the water beast, offer abundantly with all kinds of offerings to the relics of the Sugata who has attained final extinction! After that, your wishes will be fulfilled. The second god said: Whatever you do, great king, do not grieve. Without using mantras and vidyā-mantras, and without making medicinal preparations, one can subdue the lord of men, because of the extraordinary reverence for the Sugata's teachings. In this way, one can subdue any Naga king. Then, on the second day, King Ashoka washed his hair, put on white clothes, and holding incense, flowers, garlands, and unguents, spoke these words: Those who dwell in the sky in all directions, possessing miraculous powers, those who dwell in the east and other directions, I request and invite, please regard me with compassion! As soon as the king spoke these words, sixty thousand Arhats came and gathered from the east, south, west, and north. The king, holding flowers, incense, fragrance, and unguents, made offerings to the relics of the Tathagata, and then praised the Bhagavan: Seeing sickness, old age, suffering, and also death, the Victorious One (Buddha) abandoned the kingdom, wealth, retinue of consorts, and relatives. The lord of the earth, King Suddhodana, was banished, and he abandoned the glory of kingship. I respectfully offer to the Bhagavan, and offer to his relics. By his power, he subdued the extremely powerful and difficult-to-see hosts of demons. He turned the wheel of Dharma perfectly in Varanasi, abandoned kingship, and attained peace. He liberated the five aggregates from the suffering of birth, and freed them from death. I make a true offering to this incomparable relic of Shakyamuni. Wherever he passed into nirvana, like a candle extinguished. He who was more powerful than a thousand elephants was destroyed into powder by the power of impermanence. The greatest lord of the earth divided the relics into eight parts and offered them equally. Therefore, the wise men of the world also truly offer to this incomparable relic. Then, they offered umbrellas and food to the Sangha of monks. Then, the king said to the venerable Upagupta: Venerable, what should I do most importantly?
