May those who are not born later in the lotus arise. Please stop the cutting that harms the trees. Temples and beautiful stupas, harm all sins and are their foundation. Translate the sacred Dharma into delicious food, and do it as a standard once and for all. Do not speak of the nature of the king to others, and be very firm in enduring insults. For the great inner ministers and brave people, cherish what is needed and speak freely. Discard schemes that harm the government like fire, do not be arrogant, but repeat and speak peacefully. For the respect and rewards of the ministers, do not be too much, just be moderate. The desires of ministers are as unbearable as water, and the castle of the government is in danger of collapsing. When the government is in an emergency, do not spare your son and do not fear sin. Do not neglect the translation, open your ears, and tolerate even slight differences. Examine the source of the government's water and know if it will dry up, treat the Three Jewels like your eyes. Each vehicle has its own entrance, and fruits can be obtained from all doors, accept the secret mantra Vajrayana, and show how to use everything for guidance. Accept the Vajrayana. Do not trust those in the southern border who have racial knowledge, and do not abandon all the places where fools live, as there is a danger of collapse. Do not gossip, but live quietly. For the queens and other women, because of the nature of desire, they seek outwards, keep them in your heart and do not indulge them too much. We are mixed together, without high or low status. Do not accomplish things without trust, do not rely on delicious food to satisfy your needs. Do not be biased towards the people who are biased by anger, and do not let others see you going to other villages, even with relatives. The nature of the king is like the water of the ocean, branches spread in all directions and then gather again. The nature of the king should be accomplished in the same way, the ocean cools everything, and the Dharma liberates the six realms of beings. Branches act in all directions and find relics, each appears separately, but they gather again, like moisture nourishing seedlings, expand schemes, like water accomplishing fruits, accomplish the sacred Dharma.

Do not move as the ocean is unmoved. Be gentle as water is gentle. Do not presume to fathom the ocean's depths. Govern as the great river is unstoppable. Extend kindness as the ocean extends to all. Satisfy others as one is satisfied by drinking water. Gather followers as the ocean gathers waters. Make things clear as reflections are clear in water. As the ocean possesses virtues, If a king possesses these, the lineage of the Tibetan kings of Pu will be appointed as the leader of all the black-headed people. This profound teaching, offered as a window in the darkness for the sovereign king, may it always be in your heart. The teachings offered to the ministers: If speech is slow and firm, the ministers will fully understand. Sowing discord through women and power is the trick of petty people. If agriculture is the foundation, everything will become strong. If one is upright, gentle, and far-sighted, the country will be well governed. Do not despise the wise, monks, and mantra practitioners; they are the treasures of descendants. Beware of ministers who are malicious and have honeyed words. Be close to monks who are compassionate and believe in the Dharma; such ministers possess the true Dharma. Treat everyone equally and provide food, then you can care for others. A person who can endure hardship and be generous can be made a friend. Do not treat those who are angry for a moment and do not hold grudges as enemies. Using conspiracies against enemies will eventually harm oneself. Do not dismantle close associates and allies; if united, enemies will also fear. A person who can be trusted and treated like a child is reliable. If the mouth is tight and the economy is wide, the people will respect you. If a loyal person stands up for the benefit of the public, his words will be listened to. Respecting virtuous people will accumulate merit. Learning from wise people will make you smart. If you speak humbly to those you like, you will win their trust. No matter how smart a wife is, do not completely trust her advice. A person who is famous but behaves badly will be ruined. Whatever you do, know when to stop, do not give up your principles, and sticking to your style is the best. If you know that what you have done has no regrets, then he is a qualified minister. A minister who is proficient in strategies against enemies and dares to fight is a brave minister. Do not trust people who have honeyed words and like to gossip. If you hear slanderous words and can think calmly and remain unmoved, then you are a person with your own opinions. Respect parents and teachers like treasures, and treat their affairs as your own. Approaching evil people with flattering words is the root of inferiority.
