པར་ཞིང་ལ་སྦྱིན་པ་དང༌། །དྲན་དང་བྲལ་བས་འདོད་པ་དབྱེ། །ཆད་པས་གང་དུའང་གཅད་མི་བགྱིད། །ལོག་པས་འཐབ་གཅུགས་བྱེད་པ་དང༌། །བཀྲེན་ལ་དམན་པར་ལྟ་བ་དང༌། །ཚུལ་ཁྲིམས་ལྡན་རྣམས་མི་དགའ་དང༌། །དཀའ་ཐུབ་སྡོམ་པ་འཁྲུལ་བྱེད་པ། །བཞི་པོ་འདི་དག་འདོད་མིན་ཏེ། །རྩ་བ་འཇོམས་པར་བགྱིད་པ་ལགས། །རབ་བརྩོན་ཁྱོད་ཀྱི་ཡུལ་ན་ནི། །དེ་དག་གཏན་མ་མཆིས་པར་མཛོད། །སྟོབས་དང་ལྡན་པས་སྟོབས་ཆུང་བ། །གནང་ཆེན་གྱིས་ནི་མི་གནང་དང༌། །མཆོད་འོས་རྣམས་ཀྱིས་མི་མཆོད་དང༌། །སྨོས་འདྲིན་ཀྱིས་ནི་མི་ཤེས་པ། །གང་ཡང་རུང་ལ་གང་གིས་ཀྱང༌། །བརྙས་པ་མེད་པར་ཁྱོད་ཀྱིས་མཛོད། །ཐ་སྙད་རྣམས་ནི་དག་པ་ཡིས། །ཀུན་ལ་འདྲ་བར་གཟིགས་སུ་གསོལ། །ཀུན་གྱིས་རང་གི་ཆོས་ཐོབ་ཅིང། །ཆོས་ཀྱིས་ཐམས་ཅད་འཚོ་བར་མཛོད། །མི་སྡུག་ཀྱང་ནི་ཉེས་མེད་ན། །ཐམས་ཅད་བདེ་བར་མཛད་དུ་གསོལ། །ཕ་ཡིས་བུ་ལ་ཇི་ལྟ་བར། །ཁྱོད་ཀྱིས་འཁོར་ལ་བྱམས་བགྱིས་ན། །བུ་ཡིས་ཕ་ལ་ཇི་ལྟ་བར། །ཁྱོད་ཀྱིས་ཞབས་འབྲིང་དགའ་བར་བགྱིད། །ཕལ་རྣམས་རང་བཞིན་བཟང་ན་ནི། །ཁྱོད་ཀྱི་དགོངས་པ་བཞིན་དུ་འགྱུར། །ཕལ་རྣམས་རང་བཞིན་ངན་ན་ནི། །ཁྱོད་ཀྱི་དགོངས་པ་བཞིན་མི་འགྱུར། །གལ་ཏེ་གཞུང་ལུགས་བཟང་བཞེས་ན། །གོང་ནས་གོང་དུ་འཕང་བར་འགྱུར། །ཅི་སྟེ་ངན་པའི་སྤྱོད་མཛད་ན། །འོག་ནས་འོག་ཏུ་ལྟུང་བར་འགྱུར། །དམ་པའི་ལས་ལ་གནས་ན་ནི། །ཁྱུ་མཆོག་དང་ནི་ཁྱུ་ལྟ་བུར། །རྗེས་སུ་འཚོ་བའི་སྐྱེ་བོའི་ཚོགས། །འདི་ཀུན་རྗེས་སུ་འབྲང་བར་འགྱུར། །ཁྱོད་ནི་གྱ་གྱུ་ལ་ཞུགས་ན། །གྱ་གྱུ་ཁོ་ནའི་རྗེས་འབྲང་ས་པས། །སྐྱེས་དགུ་ཁྱོད་མཛད་རྗེས་འབྲང་པའི། ། སྐྱེ་དགུ་དེ་ནི་ཉམས་པར་འགྱུར། །དེ་བས་བདག་གཞན་བསྲུང་སླད་དུ། །ཐུགས་ཀྱིས་རབ་ཏུ་བསྒྲིམས་ནས་ནི། །གནའ་རྒྱལ་དྲང་སྲོང་རྣམས་ཀྱི་ལུགས། །ཉམས་པ་སར་པར་བཅོས་སུ་གསོལ། །གནའ་ཡི་རྒྱལ་པོའི་སྤྱོད་པ་ལས། །གང་དག་བཟང་བ་དེ་མཛོད་ལ། །མི་རིགས་པ་ནི་གང་ལགས་དེ། །སྨད་བར་མཛོད་ལ་སྤང་དུ་གསོལ། །སྔོན་གྱི་བཀའ་ཁྲིམས་སྐྱོན་ཆགས་པ། །གནའ་ནས་མཆིས་ཀྱང་རྒྱུན་ཆོད་ལ། །རྒྱལ་པོ་ཀ་ནི་སྐས་མཚན་པའི། །ཁྲིམས་སུ་བཅའ་བ་གསར་པ་མཛོད། །ལྷ་ཁྱོད་ཡོན་ཏན་དོན་གཉེར་བས། །ཡོན་ཏན་ལྷ་བཞིན་ཁོ་ནར་མཛོད། །ལྷ་ཁྱོད་སྐྱོན་རྣམས་མཁྱེན་པ་ཡིས། །ལྷ་བཞིན་ཉེས་མེད་ཁོ་ནར་མཛོད། །ཟླ་བ་མར་གྱི་ངོ་བཞིན་དུ། །ཉེས་པའི་ཚོགས་རྣམས་འགྲིབ་པ་དང༌། །ཟླ་བ་ཡར་གྱི་ངོ་བཞིན་དུ། །རྟག་ཏུ་ཡོན

田地施舍和， 忘失正念而生贪欲， 以刑罚不惩罚任何， 以邪见而争斗束缚， 视贫穷者为卑贱， 不喜持戒律者们， 使苦行誓言迷惑者， 此四种皆非所欲， 乃是摧毁根本之行。 精进者您之国， 莫使彼等永存在。 有力量者欺凌弱小， 大恩惠者不施恩惠， 应供养者不作供养， 知恩图报者不知报恩， 无论对何人以任何方式， 您皆莫作轻蔑之事。 以清净之名言， 恳请您平等看待一切。 令众生各得其法， 以法养活所有众生。 纵不悦意若无罪， 恳请令一切安乐。 如父爱子一般地， 您若慈爱眷属们， 如子爱父一般地， 您令侍从们欢喜。 民众若自性善良， 则将如您之意愿转变。 民众若自性恶劣， 则不随您之意愿转变。 若能奉行良好之政规， 则将步步高升。 若行恶劣之行为， 则将步步堕落。 若安住于神圣之事业， 如殊胜之牛群与牛一般， 随后依附而生的民众， 此等一切将随后追随。 您若步入奸诈之途， 则唯有奸诈者追随。 民众随您所作而追随， 彼等民众将衰败。 因此为了守护自他， 以您之心极力谨慎， 古代国王贤哲之传统， 恳请修复衰败之处。 古代国王之行为中， 凡是善良者请行之， 凡是不合宜者， 恳请您加以贬斥并舍弃。 先前之律法有缺失， 纵然古已有之亦断绝， 国王迦腻色迦（Kanishka）所制定， 恳请制定新律法。 天神您因追求功德， 唯愿如功德天一般。 天神您了知诸过失， 唯愿如天神般无过。 如月亮渐亏之相一般， 罪恶之众逐渐减少， 如月亮渐圆之相一般， 恒常具

Giving to the fields, Separating desires with detachment, Not punishing anyone with penalties, Fighting and binding with wrong views, Looking down on the poor as inferior, Disliking those who possess morality, Causing confusion in ascetic vows, These four are not desirable, They are actions that destroy the root. In your land, O diligent one, May these never exist. Those with strength oppressing the weak, Those with great kindness not bestowing kindness, Those worthy of offerings not making offerings, Those who know gratitude not knowing gratitude, To anyone, in any way, May you not commit acts of contempt. With pure words, I beseech you to regard all equally. May everyone obtain their own Dharma, May the Dharma nourish all beings. Even if unpleasant, if there is no fault, I beseech you to make everyone happy. Just as a father loves his son, If you cherish your retinue, Just as a son loves his father, May you make your attendants happy. If the common people are good by nature, Then they will change according to your wishes. If the common people are evil by nature, Then they will not change according to your wishes. If you adopt good governance, Then you will rise higher and higher. If you commit evil deeds, Then you will fall lower and lower. If you abide in sacred deeds, Like a superior herd and cattle, The multitude of people who live by following, All these will follow after you. If you embark on a path of deceit, Then only those who are deceitful will follow. The people follow what you do, Those people will decline. Therefore, in order to protect yourself and others, With your mind, be extremely cautious, The traditions of ancient kings and sages, I beseech you to restore what has declined. From the conduct of ancient kings, Whatever is good, please do it, Whatever is inappropriate, I beseech you to criticize and abandon it. The previous laws had flaws, Even if they existed in ancient times, discontinue them, The laws established by King Kanishka, I beseech you to establish new laws. Deity, you seek qualities, May you be like the goddess of qualities. Deity, you know all faults, May you be like a deity, without fault. Like the waning phase of the moon, May the multitude of sins gradually decrease, Like the waxing phase of the moon, Always possessing
