The meaning is like this. Then, the Blessed One said to the Venerable Subhuti: Subhuti, because the nature of non-entity is emptiness, this is neither a second turning of the wheel of Dharma, nor a single turning. The sons of the gods said that they saw the second turning of the wheel of Dharma. This is to explain that because all dharmas are empty in the ultimate sense with the nature of non-entity, there is no turning of the wheel of Dharma. The sutra says that this Prajnaparamita does not abide in causing any wheel of Dharma to turn or not to turn. This is to explain that just as all dharmas are empty with the nature of non-entity, this Prajnaparamita is also empty by its nature, therefore it does not do both actions of turning or not turning the wheel of Dharma. (Subhuti) asked: Blessed One, like this, Prajnaparamita does not abide in causing any wheel of Dharma to turn or not to turn, then what is the emptiness of the nature of non-entity that does not exist? This is because it was briefly said before that because the nature of non-entity is emptiness, there is no turning or not turning of the wheel of Dharma. It is asked in order to distinguish the occasion of explaining in detail what dharma is empty with the nature of non-entity. The Blessed One said: Subhuti, Prajnaparamita is empty by Prajnaparamita, and even all-knowingness is empty by all-knowingness. This is to explain what dharma is empty with the nature of non-entity. (Subhuti) asked: Blessed One, this Paramita of the Bodhisattva Mahasattvas is very great, and even they have no dharma that is completely seen or not completely seen. It will also manifest and realize Buddhahood, and even if it manifests and realizes Buddhahood in that way, in the ultimate sense, no Dharma manifests and realizes Buddhahood. In the conventional sense, the wheel of Dharma is also turned, but in the ultimate sense, there is no turning of the wheel of Dharma, and there is no not turning, and the sons of the gods seeing the turning of the wheel of Dharma and not seeing it both do not exist. This is the Prajnaparamita that shows this. Therefore, because of its great qualities, it is called the Great Paramita. Subhuti thus praises the Prajnaparamita. Why is that? Because like this, whether it is a Dharma that should be turned, should not be turned, or should be extremely turned, it is not attainable. Because like this, all Dharmas are not truly manifested and established. As mentioned above, there is no turning of the wheel of Dharma in the ultimate sense, etc. This shows the reason. Why is that? From emptiness not being what should be turned or not being what should be turned, to wishlessness not being what should be turned or not being what should be turned, it shows that the turning of the wheel of Dharma and the not turning of the wheel of Dharma are unattainable, and the reason why all Dharmas are not truly manifested and established, that is, the three doors of liberation are all inactive. Thus, from the explanation of the Prajnaparamita and the good explanation, etc., to in this Dharma that is explained, no one can become an object of giving, as mentioned above, from the Prajnaparamita, in the conventional sense, all Dharmas are widely explained and the wheel of Dharma is turned, but in the ultimate sense, no Dharma can be explained. This is the explanation of the complete purity of the Prajnaparamita. Thus, for the completely pure explanation, in the ultimate sense, there is neither explanation nor interpretation, nor hearing nor upholding, nor attaining the present fruit, nor not attaining the present fruit, nor becoming extinguished, nor becoming an object of giving.
