Because he does not truly see form as striving or not striving. Why is that? Thus, one should not cling to the emptiness of form. One should not cling to the emptiness of feeling as feeling. One should not cling to the emptiness of perception as perception. One should not cling to the emptiness of formations as formations. One should not cling to the emptiness of consciousness as consciousness. Why is that?
