In Sanskrit: Arya Nilambara Dhara Vajrapani Dharani Vibriti Nama. In Tibetan: The Commentary on the Dharani of Noble Vajrapani in Blue Garment, named. Homage to the glorious Wrathful Vajra. The supreme one who destroys the wicked, I bow to Vajrapani. This commentary on his dharani, I, Karma Vajra, compose. Therein, the expresser, the expressed, the connection, the purpose, and the ultimate purpose are extensively explained. Here, it is to be explained, for if the listeners do not understand the expresser and so forth, they will not enter. Therefore, the Vajrapani called 'Blue Garment' is the expresser. The dharani of Noble Vajrapani, and the power, strength, and so forth, shown through the door of the dharani, are the expressed. These are mutually connected, because of the expresser and the expressed. The purpose is to certainly avert the fears of poison, bondage, spirits, dakinis, and curses of dakinis, yakshas, forgetfulness, and so forth, from all sentient beings. If they obtain longevity, freedom from illness, and so forth, they will certainly realize that this is the power of Noble Vajrapani, and thus they will draw near to the teachings of the Sugata, and they will attain the enlightenment of the Buddha, which is the ultimate purpose. That should be explained relying on those who follow reason. When those who follow faith ask who composed this, at that time, one should follow the Sutra Pitaka and explain the perfections of teaching the Dharma and so forth. Therein, the Jetavana Grove, the pleasure grove of Anathapindika, and so forth, are the perfection of the place. Likewise, the Bhagavan and so forth are the perfection of the teacher. In the past, it was said that the great and powerful one, the chief of the Yaksha army, demonstrates the taming of the great and powerful one. The one called the chief of the Yaksha army is of the nature of anger. "Of them" refers to the emanations that arise mainly from the category of anger, showing the transformation of faces, which is the demonstration of holding and subduing the violent. Therefore, it is said that Vajrapani holds the vajra symbol that is in accordance with his own lineage. The name "having blue clothes" means wearing clothes similar to blue clouds, thus saying that this is a dragon never seen before, which means the destruction of the fame of the dragon kings. "Granted by the Buddha as many as the sands of the Ganges River" indicates that Vajrapani himself has received empowerment. Because when all the Tathagatas completely pass into nirvana, granting it to Vajrapani himself means entrusting the teachings. "Gnashing teeth" indicates the vow to destroy the dragons with venomous fangs. "Eyes like a heap of impure fire" means that with eyes equal to the fire of true wisdom, he burns the inverted views of sentient beings in the three realms, thereby showing the vow to destroy the dragons with the venom of views. "Breath blazing like flames" means relying on the samadhi that brings the dragons of life and breath under one's control, using flames like heaps of fire to control and bind. It also means that all violent beings are summoned by the winds of diligence. "Having a terrifying roar" means that with the vow to frighten corpses, imitating the thunder of dragons, he creates terror. "Hands and feet adorned with the son of the dragon of wealth increase" means that the son of wealth increase is summoned by mantras, the venom is taken away, and he is made into ornaments for the hands and feet. "Holding a black dragon snake" refers to those who emit venom merely by treading on shadows, which are black emanations, that is, poisonous shadows. That snake refers to the one that has become a symbol of abiding in Brahma himself.
