Chapter Seventeen. Explanation of the Vajra Empowerment King, Called the Vows and Samayas of All Tathagatas. Chapter Seventeen. Explanation of the Vajra Empowerment King, Called the Vows and Samayas of All Tathagatas. By uttering vows, etc., one will attain the desired accomplishments. Therefore, in order to closely show the meaning of the vows that have been spoken and not spoken, the laughter of Chapter Seventeen is spoken. From "Then" etc., because it is the nature of extremely pure wisdom, it is Akshobhya Vajra. Because it is the nature of mirror-like wisdom, it is great wisdom. Because the wisdom of equality itself is the cause of generating all Tathagatas, it is Vajradhatu. Because all dharmas as they abide are realized in that Suchness, the great wise one is the lord endowed with wisdom. Because of the very nature of the mandala of the dependent and the depended, such as the body vajra, it is the three supreme vajra mandalas. Because that itself is the nature of various forms, it accomplishes the deeds of all sentient beings, and is spoken of as the Bhagavan who is the nature of the wisdom of diligent activity. "Spoken" means that vows, etc., should be seen. "Vajra" is the general term for the nature of the five wisdoms. Similarly, the meaning of the remaining verses should be expressed in this way through the aspects of Vairochana, etc. In vajra enjoyment, etc., by the nature of Vairochana, etc. It is said that the Suchness of Dharma is known, and the intention is that the vows should be firm. From "Then" etc., this is easy to understand. The four vows should be protected. This means that by the ritual mentioned in the ninth chapter, one is separated from seeing sentient beings, etc., or when protecting the four common vows of killing sentient beings, etc., of all families. One should practice the meaning of the general and specific vows of eating as they are spoken. That is, the great flesh, etc., that is spoken of, is also the common vow of all supreme accomplishments here. As it is said in the sixth chapter: "Meat should be eaten, therefore, it should be regarded as great flesh."

Arising from the earth. Accomplishment of body, speech, and mind. All secret accomplishments. Thus it is. Also, in the Eleven-faced Avalokiteśvara Sutra, it says: The great flesh, the supreme vow, the three supreme vajras should be accomplished. Thus it is said. Here, the distinction is also explained. For the nature of the aggregate of form, the vow is shown by the very nature of Vairocana. In the Net of Illusion it says: The Buddha who abides in the realm of flesh is the supreme great Vairocana. Thus it is said. For the very nature of the complete purity of the wisdom of the body that dispels obscurations, it does not abide in the realm of flesh. The so-called Vajradhara refers to the yogis of body vajra and so on. Because the Great Vehicle is great and encompasses the nature of all vehicles, the vow of the Pratyekabuddha is briefly spoken. Starting from "those," etc., those who entrust themselves to the nature of one and attain enlightenment are Pratyekabuddhas. Their vows are the immutable Dharma: mandala, certainty, time, signs, mantras, mudras, deities, and also the limits of accomplishment. The vows of the Buddhas are explained. Thus it is said, it comes from the limits of accomplishment. The bodily, the so-called bodily, transcends the path of words. Having realized all dharmas, it is because of completely abandoning the conceptualization of grasping one side of the obscuration of knowledge. By what distinction does one who wishes to listen, in the consciousness of that one, by the manifestation of that very one, even without sound, come to individually understand its meaning? Thus, by the power of the strength of previous aspirations, without relying on the expression of words, others are made to enter the path of the ten virtuous actions and so on. Therefore, they show the Dharma with their bodies. Therefore, it is said, abide completely in the vajra body. The meaning of the so-called abiding completely in the vajra body is that it should be accomplished by the complete union of the body vajra. The rite of pleasing sentient beings, the so-called rite of pleasing sentient beings, is by showing the miracles of burning flames and gushing water, causing the beings to be tamed to generate joy. The precepts of the Śrāvakas are taught. Starting from "those," etc., the so-called ten virtuous actions are Kujiti, the evil destinies, etc., and Salanti is the goer. Because of the transformation of the outsiders, it is called virtue.
