It is called "secret" because it is not an object of investigation, so it is not shown to others. "Those with Buddha's wisdom" refers to the wisdom yogis who possess supreme power. Buddha's wisdom is the five wisdoms such as mirror-like wisdom, refers to those Buddhas such as Vairochana. In order to show that, it is said: "The Buddha mandala should be meditated upon." The so-called Buddha is the mandala of Akshobhya. It comes from the sentence "Buddha is called Vajradhara." The word vajra mandala is easy to understand. That itself is called Akshobhya, because it is not moved by existence and peace. Vajra is also indivisible and divisible by the nature of mantra. The so-called "in hand" refers to the mind that is able to take all dharmas without any object of focus. The so-called vajra refers to the emptiness of all dharmas, and it has also been said: "Not burning, not destroying, emptiness is called vajra." This sentence is the proof. The so-called "radiating light" is because it is the basis of various manifestations.
