Chapter Thirteen: Extensive Explanation on Manifestly and Perfectly Attaining Enlightenment by Meditating on the Meaning of the Vajra Samaya Arrangement Itself. Starting with "Learning the Two Stages," the explanation of Chapter Thirteen will be initiated. Its meaning is that the two stages have been temporarily grasped through the twelve chapters. By understanding this, the yogi will become the main factor in the perfection of his own benefit. By accomplishing this, the benefit of others must be achieved, and therefore, for this purpose, Chapter Thirteen, which possesses the meaning of accomplishing the collection of activities such as pacifying, is shown. "The beings to be tamed" refers to those such as the sick, the poor, those who desire attachment, and those who harm the Three Jewels. In order to make them believe, taming is accomplished by performing pacifying and other activities for them. "After the ritual of recitation and so on" means that the four limbs such as recitation are the generation stage, and the six limbs such as individual gathering are the completion stage. The rituals of these are to be accomplished as they are. "After that" means after the individual teachings. "Desire自在 and so on" refers to the eight mentioned earlier. "Having" means having it in connection with it. "Immovable and so on" refers to the questioners. "Non-dual wisdom" refers to the Suchness called union. Because it is the main one, it is the fruit of all stages, and it is called that because it is obtained or held. "Pacifying and so on" means striving for the benefit of sentient beings such as the sick, that is, having diligence. The Blessed Ones are of the nature of great compassion. With Earth-Essence and so on, the form Vajra-Mothers and so on, each possessing their own mudras, with Earth-Essence and so on, offering the Blessed Vajradhara with a collection of offerings, and praying thus, is shown. "Because it dwells in the hearts of all the Tathagatas" means the Tathagata.
