Commentary on the Universally Acting Yogini, Tathāgatarakṣita. Commentary on the Universally Acting Yogini. Tathāgatarakṣita. The First Chapter on Definitive Meaning. In Indian language: Yoginī saṃcārya ni bandhaṃ. In Tibetan: Commentary on the Universally Acting Yogini. Homage to the Lord of the World. The mind of constant bliss is the sole protector of the Tathāgata's heart. Its inner nature is true, and what is untrue is utterly unspeakable. For the benefit of sentient beings, by what does he emanate his body? May he conquer samsara by embracing with the hand of a beautiful maiden. In this tantra, why is there no introductory word such as "Thus have I heard"? In response to this objection, the teacher says that the Bhagavan is eternally present and therefore not truly in complete nirvana. Some teachers say this. It is also said, "The Buddha does not pass into nirvana." Therefore, the one who gathers in existence speaks the introductory words of complete nirvana. Similarly, in the sutras, it is said: "O monks, after I have passed into nirvana, gather my teachings with words such as 'Thus have I heard.'" Furthermore, some think that the introductory words of other tantras should be brought into this tantra. First, one should briefly explain the speaker, what is to be spoken, the connection, the purpose, and the purpose of that purpose. Those with intelligence will then enter. To explain this, it is said: "For the listener to enter into hearing, to accomplish the meaning, the connection is established, and the connection is accompanied by the purpose, which is stated at the beginning of the treatise." Thus it is said. There, from "then" onwards, all the collections of texts called "Universally Acting" are the expresser. What is expressed by that, namely the nature of the Bhagavan and the Bhagavati, is what is to be expressed. The nature of the objects of expression and the expresser, and the nature of the objects arising from the means and the means, is the connection, which is the view of others. The purpose is to respectfully and continuously habituate oneself to the meaning of universal activity for a long time. The purpose of the purpose is the state of the glorious Cakrasamvara.
