It distinguishes itself by being all-encompassing. By this, it is accomplished and abides as a distinguished mantra. It has also been said above: The Dakini assembly, the actual Bodhisattvas, etc., because it abides in the three wheels, etc., therefore it should be a distinguished root mantra. Here also it says: That itself accomplishes all secret mantras. etc. Since it is both a mantra and everything, it is all mantras. The accomplishment of these is the meaning of being the accomplisher of the nature of nine. Or, in other treatises, it is said: Abandoning all accomplishments. That is, it means that it is accomplished by merely reciting it. The rest is easy to understand.
