Explanation of Chapter Nine Explanation of Chapter Nine Supreme actions proceed in due order. Some are accomplished through meditation alone, some through meditation and mantra, and others through meditation, mantra, and the practice of whirling wheels. One becomes the king Vajradhara himself, skillfully combining the wheel of command. Whatever one desires in the three realms, such as pacification, is instantly accomplished through knowledge of the supreme mantra rituals. The term 'all nagas' refers to water deities, Ananta, and others. Reciting the mantra once, and urging through meditation, issuing commands, those who are intoxicated by extreme fear, possessing great magical powers, ascend to the sky through their magical powers and scatter the flow of water masses. Alternatively, at the banks of rivers, oceans, ponds, wells, and pools, one should contemplate the lord of the great glorious Vajra Garuda commanding the nagas. The wise should recite with wrathful agitation. In the center of the delightful eight-petaled lotus, intertwined with the lotus heart and filaments, the great Vajra, with bared fangs, is terrifying, with eight hands and four faces. The first face is blue like a cloud, filled with wrath. Norgyebu is it. In the west is the lotus. The powerful one is the great lotus. In the fire corner is the conch shell protector. In the Rakshasa corner is the cause of power. In the wind corner is Anavatapta, namely white, blue, red, and green, yellow, smoky, gray-green-yellow, with a precious high neck. With palms joined supremely, look at the face of the Bhagavan. In the terrifying place, receive the command, and look with fear. Or, one should meditate on the great bliss of twelve hands, as previously shown. The water deity with his consort is suppressed, his color is white. In the hearts of the nagas and the water deity, write Hūṃ Nāṃ Hūṃ. Focusing on the painted image and looking eastward, one should recite the root mantra. If one recites a hundred thousand times, it will manifest, and by the command of the great chief Vajra Krodha Garuda, rain will fall. Oṃ Aṃ Ānandāya Hūṃ Nāṃ Hūṃ Svāhā! Oṃ Bāṃ Vāsuki. Oṃ Taṃ Takṣaka. Remaining silent and placing oneself in perfect equanimity, one should practice celibacy and eat milk and rice porridge. Possessing a naga torma, bathe with milk and offer a milk homa. Burn firewood that grows from milk-producing trees, one span high, and fill a vase with milk, and thoroughly offer the torma with milk to the ten directions. In such a tsog offering, one should recite a thousand times in four periods, and within seven days, rain will surely fall in all lands. Or, pour water and mustard into a silver vessel and recite twenty-one times. Bathe a Buddha image with relics with a mixture of urine and milk, and on the land of two riverbanks, make an image of a naga, placing the nine-headed one facing west. Then bathe and jump in, and scatter it and the bathwater into the river. Immediately after that, the nagas will be pleased and fill
