This called "I," should be recited continuously for twenty-one days. In the east, the dragon king with three heads, along with his retinue, should be drawn with cow dung. In the south, the dragon king named "Extremely Increasing," with five heads and his retinue, should be drawn. In the west, the dragon king named "Possessing Light Crest," with seven heads and his retinue, should be drawn. In the north, the dragon king named "Cloud Body," with nine heads and his retinue, should be drawn. Banners, blue clothes, blue victory banners, and all offerings should also be made blue. The key to subduing the nagas is to use the three sweets. Seven libations of the three sweets should also be burned with the essence of the nagas. The kings of clouds should also be drawn, so that the streams of rain touch each other, and finally lightning flashes. The offerings here should be abundant, including auspicious fruits, betel nuts, meat, fish meat, and excellent food made from honey. Then, a speaker who is pure and wears clean clothes should recite the chapter of the mandala of wind, which is the essence of all nagas. If a Bhikshuni, or a Upasaka, or any Upasika, washes her head, puts on clean clothes, and with a loving heart, writes these names of the Tathagata in letters, and places them on a clean seat, and burns incense upwards to the sky with seven censers, and recites the names of the Tathagata fifty times, and makes great offerings, and does not cease for seven days, then it will rain.
