It is complete. The Tathagatas know and see completely. The Lord of Secrets asked: "Lord, what small effort can be made to achieve great merit and obtain great merit?" The Lord Buddha said: "Therefore, listen carefully and I will tell you. Any monk, nun, novice monk, or novice nun who wishes to obtain great merit and virtue should perform the ritual of the King of Secret Mantras as previously taught, write it down in ninety-nine letters, and in front of the Buddha's stupa, create a square mandala, smear it with cow dung, and place a cup filled with scented water in each of the four corners. Also place a censer with billowing smoke. Pour flowers, scented water, and dried rice into a large container and place it on the mandala. Also mix black sesame seeds, black beans, and rice. Cooked rice porridge called "Kri Sar," and three white foods, and pour these into a vase. Also, ninety-nine kinds of various fruits, and foods mentioned by name, and incense, flowers, etc., should be scattered on the mandala. Place the letters of the secret mantra inside the life-pillar of the stupa, and visualize all the Tathagatas of the ten directions appearing in the four directions of the stupa, prostrate and recite these secret mantras with one-pointed mind. The incense should be burned continuously, and if the secret mantra is recited twenty-eight times, eight great Bodhisattvas, eight great Yaksha chiefs, the Lord of Secrets, the four great kings, Brahma, the great Ishvara, and the sons of Anavatapta will immediately come to offer to that stupa, serve it, and make the life-pillar firm. Therefore, even earlier, there were hundreds of millions of Buddhas.

Ninety-nine kotis, and beings as numerous as the sands of the Ganges also went to that place, made offerings to the stupa, and blessed it as the Dharmakaya, making it possess relics. Thus, if one performs the ritual properly from the depths of one's heart, one will obtain these qualities. Furthermore, this stupa will obtain the merit of being made of wish-fulfilling jewels, just like a stupa made of countless precious jewels. It possesses great roots of virtue, a pure body, longevity, and freedom from disease, and all obstacles cannot harm it. Furthermore, anyone who sees this stupa, or hears the sound of the stupa's bell, will have their karmic obscurations and all sins purified. Even if one has committed the five heinous crimes, they will be completely purified, and after death, one will be reborn in the world of Sukhavati. Anyone who merely hears the name of this stupa will also attain the path of unsurpassed enlightenment after death. Even any sentient being such as birds and wild animals that sees this stupa will, after death, be liberated from the animal realm and obtain a body endowed with merit. Anyone who wishes to fully practice the six perfections should make a square mandala as before, smear it with earth and fertilizer, and then smear it with incense powder. At each of the four corners of the mandala, place a container filled with scented water. From the four secret mantras shown earlier, write any one of them ninety-nine times. Make ninety-nine small stupas with your own hands and place one of the secret mantras inside each of them.
