He is made to rule the kingdom, named Laponorbu Natsok (Tibetan: ལ་པོ་ནོར་བུ་སྣ་ཚོགས།). He is surrounded by eighty kotis of ministers, and there is a consort named Dampa Saljema (Tibetan: དམ་པ་གསལ་བྱེད་མ།), who has a retinue of twenty thousand women, whose beauty rivals that of all the daughters of the gods. In that world, all the flower trees, fruit trees, clear water trees, and fragrance trees are made of the seven precious substances. All the flowers that grow in the water are also made of the seven precious substances. All the flowers that grow on the land are made of gold from the Jambu River. The lifespan of the people is eighty thousand kalpas, and they are all endowed with the path of the ten virtuous actions. They have great faith in the Buddha, Dharma, and Sangha. That king also rules the kingdom in accordance with the Dharma, not in accordance with what is not the Dharma. He has the thought of benefiting all sentient beings. In that world, there is also a Tathagata, Arhat, Perfectly Enlightened Buddha named Norbu Sangchenpo Nambar Trawa Rabne Tsangma (Tibetan: ནོར་བུ་བཟང་ཆེན་པོ་རྣམ་པར་བཀྲ་བ་རབ་གནས་གཙང་མ།), who is surrounded by a great assembly of Bodhisattvas and many millions of Vidyadharas, performing the deeds of a Buddha. That Tathagata has a golden-colored body, possesses the thirty-two major marks and eighty minor marks, is surrounded by a fathom of light, and his light is as clear as the seven precious substances. All those Bodhisattvas also have golden-colored bodies, radiating light, possessing marks, and seated on lotus seats of the seven precious substances. They all have inexhaustible courage, possess unobstructed wisdom, and understand the objects of knowledge. Therefore, this is how the distinction of qualities arises: the dharani called "Norbu Chenpo Jebey Yeme Kang Shindu Retu Nebey Sangwa (Tibetan: ནོར་བུ་ཆེན་པོ་རྒྱས་པའི་གཞལ་མེད་ཁང་ཤིན་ཏུ་རབ་ཏུ་གནས་པའི་གསང་བ།)". By the power of that dharani, this distinction of qualities has arisen. That Tathagata also teaches this dharani to all sentient beings. Those sentient beings also experience happiness by the power of this dharani. All those sentient beings are sentient beings of the lower

They are completely liberated from hells, the animal realm, the realm of Yama, and the ranks of Asuras. All the gates of evil destinies are closed. The gates of heavens are opened. All the gates of happy migrations are also opened, and all the beings of that world truly enter into the unsurpassed, perfect, and complete enlightenment. In that world, all beings abide in a state of loving-kindness, like water and milk becoming one. The Tathagata, when he was previously a Bodhisattva, while practicing this secret of the great, expansive, immeasurable palace of jewels, which is exceedingly well-established, made this aspiration: 'Whatever beings are born in my Buddha-field, may they all certainly never turn back from the unsurpassed, perfect, and complete enlightenment.' Whoever hears this dharani, holds it, reads it, fully comprehends it, meditates on it, recites it, remembers it, practices it, or even in their youth hears its name, or touches it with their hand, or wears it on their body, or merely sees it with their eyes, or sees it written on a book, or drawn on cloth, or sees it written on a wall, even if they have committed the five inexpiable sins, are immersed in the Avici hell, have abandoned the sacred Dharma, have slandered the noble ones, are butchers, outcasts, hunters, blind, deaf, lepers, misers, hunchbacks, cripples, lowly beings, those afflicted by the obscurations of past karma, those uncertain of experiencing retribution, those bound by the snare of Mara, those fallen into wrong views, those possessed by evil spirits, those harmed by stars and planets—all of these will certainly never turn back from the unsurpassed, perfect, and complete enlightenment. Even those who are born as animals in their youth, such as deer, birds, long-beaked bees, horseflies, mice, ants, and other various kinds of creatures born from eggs, born from wombs, born from moisture, or born miraculously—all of these will not turn back from the unsurpassed, perfect, and complete enlightenment.
