The afflictions of ignorance arise only in awareness, not in unawareness, therefore it is the nature of being completely free from afflictions. Because it cannot generate suffering in one's own continuum, it is faultless. Because it is the cause of averting the suffering of sentient beings, it is immeasurable in qualities. O Bhagavan, even the arising of afflictions in bodhisattvas now can subdue the roots of virtue of all sentient beings, shravakas, and pratyekabuddhas to such an extent, what need is there to mention other qualities? How important is bodhi, it is truly amazing! O Bhagavan, what is the intention behind what the Bhagavan said, that the shravaka vehicle and the Mahayana are one vehicle? Avalokiteshvara, in the Shravaka vehicle, I have taught the nature of various dharmas, such as the five skandhas, the six internal ayatanas, the six external ayatanas, and so on. These I have taught in the Mahayana as the single taste of the dharmadhatu, therefore I do not say they are different vehicles. Among them, some who discriminate the meaning only according to the literal meaning, some make additions, some make slanders, and also discriminate them as different vehicles. They think the two are incompatible and only argue with each other, that is the intention. Then, the Bhagavan spoke these verses at that time: In the great and small vehicles, whatever various nature dharmas are taught, those are also taught as one taste, therefore I do not say they are different vehicles. Those who discriminate the meaning according to the literal meaning, after making additions and slanders, if they think those are contradictory, then they are completely ignorant and their wisdom becomes various. The collection of grounds and names and incompatible directions, the arising of distinctions and aspirations and trainings, that is the Mahayana taught by the Buddhas, those who strive for this will become Buddhas. Then, the Bodhisattva Avalokiteshvara said to the Bhagavan.

Phyug then said, "Bhagavan, what is the name of this teaching, this category of Dharma that definitively explains the intention? How should we hold it?" The Bhagavan replied to him, "Avalokiteśvara Powerful One, this is the teaching that definitively explains the meaning of the bhūmi and the pāramitā. Hold it as 'Teaching the Definitive Meaning of the Bhūmi and the Pāramitā.' When this 'Teaching the Definitive Meaning of the Bhūmi and the Pāramitā' was taught, seventy-five thousand bodhisattvas attained the bodhisattva's samādhi, the great vehicle of illumination." The Ninth Chapter, Avalokiteśvara Powerful One, is complete. Ninth, The Chapter of Avalokiteśvara Powerful One.
