Third, the Chapter on Non-Regression. Third, the Chapter on Non-Regression. The Blessed One said: Gangpo, if a Bodhisattva is endowed with four qualities, he will not regress from unsurpassed, perfect and complete enlightenment. What are the four? If a Bodhisattva hears a Dharma that he has not heard before, he will thoroughly contemplate its meaning and will not say, "This is not the right way." If a Bodhisattva is endowed with this first quality, he will not regress from unsurpassed, perfect and complete enlightenment. Then, at that time, the Blessed One spoke in verse, saying: If a person's mind is not timid, And hears a Dharma that has not been heard, Then he contemplates the meaning, And does not say, "This is not Dharma." If he hears the Dharma of emptiness, He always seeks the meaning, Therefore, wisdom increases, And the path to enlightenment arises from it. Because he seeks the meaning, He does not regress from enlightenment, And wisdom increases. If he hears a Dharma that has not been heard, He does not follow the mind of pride, Nor does he create deceit. Creating deceit is not enlightenment. If he hears a Dharma that has not been heard, He seeks its meaning, Even if he has not heard it before, He contemplates it with one-pointedness. When a person hears the Dharma from me, He will hear the true Dharma, And always see many Buddhas, Therefore, he will not regress from enlightenment. Having seen many Buddhas, He asks questions properly, Even if the Shravakas hear it, They will all be very happy. This is wonderful and amazing, He asks such questions. We cannot even conceive of it, What to say of hearing this thing? Because the Shravakas praise the wonderful, All the gods and nagas are happy, And praise the Buddha. This is the fruit of much learning. When he asks any questions, The Buddha answers accordingly, And the countless assembly All receive great benefit. The Bodhisattva answers thus, Having heard this much learning, The countless assembly Will all obtain the unsurpassed Dharma eye. The Blessed One said: Gangpo, by that cause and condition

If a Bodhisattva, upon hearing a Dharma he has not heard before, accepts it with manifest faith and does not contradict it, and after properly considering it according to the Buddha's teachings, does not say, "This is not it," then it should be known that he will accomplish the benefit of immeasurable beings. Gangpo, in the immeasurable, countless, incalculable, inconceivable, and even most inconceivable eons of the past, there appeared a Tathagata, Arhat, Samyaksaṃbuddha, complete in knowledge and conduct, Sugata, knower of the world, tamer of beings, unsurpassed, teacher of gods and humans, Buddha, Bhagavan, named King of the Light of All Virtues. Gangpo, the lifespan of that Bhagavan King of the Light of All Virtues was eighty crore years. In each gathering of that Bhagavan's retinue, there were countless Shravaka Sanghas, like the sands of the Ganges, who were Arhats, free from attachment to all dharmas, with exhausted defilements, and minds completely liberated from both divisions. The number of Bodhisattva assemblies was also the same. Gangpo, after the Parinirvana of that Bhagavan, the sacred Dharma remained for sixty thousand years. When he was near complete Parinirvana, countless hundreds of thousands of crores of Bodhisattvas, all through the power of their miraculous abilities, spread throughout countless hundreds of thousands of crores of Jambudvipas in order to protect the sacred Dharma, so that in each Jambudvipa, one Bodhisattva resided. Gangpo, after the Parinirvana of that Bhagavan King of the Light of All Virtues, his Shravaka disciples gradually became lazy and indolent, and no longer recited or upheld such profound Sutras. Therefore, the Sutras corresponding to the emptiness of all dharmas, and all the Sutras endowed with the virtues of pure and disciplined morality, gradually declined. Because they did not read, recite, or explain these Sutras, the Dharma treasury in his teachings became very vast.

There were eighty-four thousand vast trees. In each Dharma collection, there were sixty billion, one hundred thousand, and six hundred and eighty kotis of Sutra Pitaka. In each Sutra Pitaka, there were thirty-six thousand sections of Udana. In each section of Udana, there were sixty-seven kotis of verses. At that time, in that final period, when the sacred Dharma was nearing its decline, among the many Dharma collections of the Buddha, only the Sutra Pitaka and the Udana remained. At that time, there was a Dharma-speaking monk named Great Power. In this Jambudvipa, in order to protect the sacred Dharma through the miraculous power of the Tathagata, he heard of many Dharma-speakers who had attained great power, who were vast, who taught the Dharma well, who were adorned with words, and who clearly understood the meaning. He was always inclined to proclaim the Dharma that had not been heard before. When he began to proclaim the Dharma, many people mostly slandered and opposed him. Therefore, the Dharma-speaking monk who had attained great power thought to himself, 'Like this, although many people have attained the Dharma that has not been heard before, they do not truly believe, nor are they willing to listen and accept. Even if they hear it, they do not understand its meaning, so they do not follow it, but instead oppose it and find fault, saying, 'This is not the Buddha's teaching, nor is it the teaching of the great teacher.' Why is that? Because we have never heard such a Sutra Pitaka from our teachers and Khenpos, and no other elder resident monks have ever said that they have heard such a reason from their teachers and Khenpos.' Many monks also said that. Because only the Sutra Pitaka and the Udana remained, why should I not go alone to a solitary place now?' The Dharma-speaking monk who had attained great power thought in this way, and then went alone to live in a solitary mountain cave. At that time, in Jambudvipa, since the beginning of the kalpa, there was a great city that was twelve yojanas in circumference and seven yojanas in width, and was beautifully decorated, with straight roads.
